- This Request for Information (RFI) is for planning purposes only and shall not be considered a solicitation or obligation on the part of the US RDECOM Acquisition Center or PEO Soldier. The purpose of this synopsis is to identify potential suppliers of supply-chain management services to the United States Army. The interested supplier would be a long-term, full partner in the U.S. Armys mission to safeguard Americas national interests by providing a best in class, end-to-end, integrated supply cha in management solution that is global, reliable and flexible enough to sustain readiness and enhance wartime support capabilities for all U.S. Army organizational clothing and individual equipment; and personal clothing items. In general, the very best an d most interested vendors should describe their capabilities in greater detail than is normally found in brochure type materials. Each vendors capabilities should be described in terms of verifiable metrics, such as capacity, quality, delivery performanc e, visibility, inventory management accuracy, cost savings, cycle time improvement and supply-chain integration successes. In specific, the U.S. Army is looking for suppliers that can demonstrate their expertise in Business Strategies and Logistics Operat ions, which are detailed below. Business strategies should encompass: Management, storage, and distribution of clothing and equipment to military personnel worldwide ranging from personal uniforms, footwear and undergarments to organizational clothing and individual equipment such as body armor, helmets, cold weather equi pment specialty occupational clothing, etc. with a core competency of managing surges in demand as prescribed by timetables. Organizational capabilities must: Provide information tools to assess supplier capabilities. Provide capability to refurbish, repair and redistribute serviceable equipment reentering the supply chain at the unit or Soldier level. Redistribute national stocks as necessary in support of unit and Soldier level demand and established unit mission. Capability to issue equipment directly to customers, maintain visibility of equipment issued and sustain in an efficient responsive manner. Identify and mitigate potential readiness shortfalls through proactive supply chain management strategies, including but not limited to recommending alternate sources of supply, additional capacity to satisfy contingency requirements, or exigency partner ing agreements with industry to minimize depot warehousing. Demonstrate lean methods for cost effective inventory management that eventually transform organizations into lean customers. o Professional services and innovative logistics solutions with established suppliers in order to provide such capabilities as vendor managed inventory, direct vendor delivery, order tracking, on-line Government Purchase Card or the traditional DODAAC/Fund Site ordering, direct customer interface, deliver directly to military, DA civilian personnel and various military points of demand. o Provide interoperable, integrated, quality logistics data and enterprise information technology solutions to optimize the effectiveness and efficiency of supply channels in order to maximize stakeholder long-term investments by devising supply chain mana gement strategies that take advantage of manufacturing commonalities, reutilization of serviceable used equipment and leveraging consumption volume as a means to ensuring readiness. Ensure quality data by enforcing business rules, compliance processes and measures. Demand analysis must ultimately depict combined capabilities of Army suppliers to meet specific time-phased requirements for each item and forecast minimum sustainability levels that support operational goals. Supplier analysis should take advantage of legacy data systems to permit detailed analysis focused on supplier, inventory and repair capabilities to support normal needs or surges in demand and recommend substitutions. Industry and sector trend analysis should permit the development of risk mitigation approaches that can be tailored to the needs of specific industrial sectors or even more detailed item groupings and recommend actions to shorten production or redistribu tion lead time. Logistics operations should leverage virtual and organizational capabilities to maximize efficiency of national-level inventory control points such as supply, service, and distribution centers and dedicated transportation assets in order to fulfill order s, expedite reverse logistics, and arrange for reutilization or demilitarization as required.
