Description
The U.S. Army Communications Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the Project Manager for Close Combat Systems and in conjunction with CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Divis ion, intends to negotiate a modification to Contract Number DAAB15-03-C-0025, the firm fixed price Low Rate Production (LRP) contract with CyTerra Corporation of Orlando, Florida, for AN/PSS-14 Mine Detecting Sets (previously known as the Handheld Standoff Mine Detection System (HSTAMIDS) and AN/PSS-14 Training Sets. The modification will be negotiated and awarded under the auspices of Other than full and Open Competition for AN/PSS-14 Mine Detectors The contract modification will allow for the purchase of up to 564 AN/PSS-14s Mine Detecting Sets and 21 AN/PSS-14 Training Sets to meet the FY05 requirements of the Army and Marine Corps. The contract modification will also include a requirement for the contractor to provide various logistics data required for full material release. In addition, the modification will include optional requirements allowing for the purchase of initial spare parts required to allow for establishment of depot maintenance, two periods of Contractor Logistics Support (one year ea ch), and two years of new equipment training. The Contractor Logistics Support and new equipment training will be provided on a Time and Materials basis. All other requirements will be fulfilled on a Firm Fixed Price basis. The AN/PSS-14 (HSTAMIDS) is a dual-sensor mine detector that provides the Army Combat Engineer units and other users with a much-improved capability to detect low-metallic and metallic mines over the capabilities of the presently fielded AN/PSS-12 Metal De tector. The AN/PSS-14 incorporates Ground Penetrating Radar (GPR) coupled with an improved metal detector (MD), an integrated electronics/ algorithm suite, and enhanced audio alerts. An AN/PSS-14 Training Set contains one (1) Sweep Monitoring System (SMS) and a Training Target Set. The SMS is a three-dimensional tracking tool that facilitates and reinforces correct operating techniques during training. The Training Target Set includes 79 special purpose, surrogate mine targets in 8 different configuration s. The resultant contract will be firm fixed price. It has been determined that CyTerra is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open competit ion is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required AN/PSS-1 4 and AN/PSS-14 training sets shall be considered by the agency. Responses shall be no longer than ten (10) pages and provided in Microsoft Word compatible format. Responses shall be submitted via email to jane.borden@cacw.army.mil within 30 calendar day s of the date of this notice. The email subject line should include the phrase 'DAAB15-03-C-0025, AN/PSS-14 LRP MOD Response to Presolicitation Notice'. All requests for further information must be in writing and via email to the above address, telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Governm ent. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
