Description: On behalf of the SAIE-ESOH-T office, the Defense Contracting Command-Washington is seeking potential small business contractors, who can provide support in required functional areas including, but not limited to, information technology, project manag ement, acquisition and financial management, environmental and safety engineering, and administrative assistance. The services will support the execution of unanticipated requirements that materialize throughout a fiscal year. This is a new requirement a nd a prior award does not exist. The SAIC Code is 541330 with a Size Standard of $4,000,000. The contractor shall perform detailed, professional (non-personal) technical support services for the four programs described below: 1. EITM Program - was esta blished in 2001 to provide information technology applications consistent with the Office of the Secretary of Defense (OSD) reporting requirements defined by the Deputy Under Secretary of Defense (Installations and Environment) (DUSD(I&E)). The Army (OASA -I&E) is the Executive Agent (EA) for the EITM Program which currently consists of the following six data management systems: - Defense Environmental Network Information Exchange (DENIX); Knowledge Based Corporate Reporting System (KBCRS); Hazardous Substa nce Management System (HSMS); Solid Waste Annual Reporting System (SWAR); Explosive Safety Siting (ESS); Integrated Pest Management Information System (IPMIS). The EITM data management systems are used throughout the DOD community. Users, such as OSD, of ten identify desired system improvements and/or modifications that cannot be anticipated. These improvements and/or modifications become actual requirements when funded by the users and approved by the Configuration Control Board (CCB). 2. EQT Program - prioritizes Army environmental projects, obtains funding and oversees the execution of individual projects. The Office of the SAIE-ESOH-T is also responsible for managing a number of international environmental technology transfer programs. 3. CHEM-B IO Program - covers projects in various technology areas related to Chemical and Biological Demilitarization, Disposal, and Remediation. An example is the current RDT&E effort related to the Transportable Detonation Chamber Technology. 4. Safety Program - Army safety responsibilities and program requirements are defined in AR 385-10 and other Army Regulations and DA Pamphlets in the 385 series. DoD safety responsibilities and program requirements are defined in DoDI 6055.1 and other DoDIs in the 6055 se ries. Federal Agency safety responsibilities and program requirements are defined in 29 CFR 1960. The ASA(I&E) is the Army proponent for safety and occupational health and the Armys Designated Safety and Occupational Health (SOH) Official and is respons ible for safety and occupational health policy, program management, oversight, and strategic direction. There are five ASA(I&E) priorities for FY 04, one being improve Armys operational readiness and employee well-being by implementing the Secretary of Defense goals to reduce both the number of mishaps and the accident rates by 50% by the end of FY 05 (FY 2002 is the baseline). The April 2004 Army Technical Guidance Memorandum requires ASA(I&E) to research and determine how to attain the SECDEF goal of a 50% reduction in accidents by FY 05 and a 75% reduction by FY 08 from the FY 02 baseline and for ODASA(ESOH) to work with functionals to develop an action plan to meet the goals that will include both requirements and funding levels needed. In addition, there are specific high-risk safety program areas where recent experience shows greater oversight, program evaluation, and safety program management innovation and information technology solutions are needed, including deployment, explosives, and chemical activities. Individual responses to this request for information that may contain company proprietary information must be marked accordingly. Such informatio n will not be released outside the Government. The Government may revise its acquisition strategy and solicitation requirements based upon industry response. The purpose of this request for information is to identify small companies with the resources an d capabilities to support this requirement. This Sources Sought/Market Research shall not be construed as a request for proposal.
