Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation W912LL-05-T-0006 is issued as a Request for Quotations. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Ci rcular 26, dated 12/20/04. This procurement is set-aside 100% for small business under NAICS code 81111, small business size standard of $6 mil. The North Dakota National Guard is seeking quotes on the repair of two Loaders, Model Number Clark 175-B. Th e repair of the Loaders must either take place within the city of Devils Lake, ND 58301 or Fargo, ND 58102 as the North Dakota Guard can not transport the equipment for repair. The repairs of the first loader contain the following: Replace brake pads and discs, rebuild brake calipers and master cylinders. Split machine to replace center articulation pins. Weld and bore center pins bores. Remove and install steering cylinder to replace mounting pins and bushings. Repair steering cylinder bores. Reseal both lift cylinders. Remove bucket to replace mounting pins and bushings. Line bore bottom bucket pin bores. Replace weld on cutting edge on bucket. Replace both bucket and boom levers. Repair of the second loader contains the following: Replace brak e pads and discs, rebuild brake calipers and master cylinders. Split machine to replace center articulation pins. Weld and bore center pins bores. Reseal both bucket cylinders. Reseal both lift cylinders. Remove bucket to replace mounting pins and bus hings. Line bore bottom bucket pin bores. Replace hydraulic tank drain plug. Reseal steering valve. Install new parking brake pads. Quotes are due in by 12AM central time on January 12, 2005. Offers will be evaluated as to the best value to the gove rnment, price and other factors considered. Award will be made based on the best value to the Government. All technical evaluation factors other than cost and price, when combined, are significantly less important than price. The provision at FAR 52.212-3, Offeror Representations and Certifications (Oct 1995) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any quotation. The clause at FAR 52.212-4, Contract Terms and Conditions (Apr 1998), the clause at FAR 52. 212-5, Contract terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jun 1998) applies to this acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I, 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Veterans; 52.225-3, Buy American Act-Supplies. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996), 52.232-36, Payment by Third party apply to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items (Nov 1995), is applicable to this acquisition.
