Description
DESCRIPTION: THE PURPOSE OF THIS SOURCES SOUGHT/MARKET SURVEY OF INDUSTRY IS TO IDENTIFY PRODUCTION SOURCES FOR THE CHARGE DEMO BLK M118, NSN: 1375-01-399-3718/M024. THE DEMOLITION CHARGE M118 IS DESIGNED FOR USE AS A CUTTING CHARGE, AND ESPECIALLY FOR USE AGAINST ST EEL TARGETS. THE SHEETS OF EXPLOSIVE MAY BE QUICKLY APPLIED TO IRREGULAR AND CURVED SURFACES, AND ARE EASILY CUT TO ANY DESIRED DIMENSIONS. THE M118 DEMO CHARGE MAY BE USED FOR SMALL BREACHING CHARGES. THE M118 DEMO CHARGE (COMMONLY CALLED FLEX-X OR SHE ET EXPLOSIVE) CONSISTS OF FOUR, 1/2 POUND SHEETS OF FLEXIBLE EXPLOSIVE PACKED IN A PLASTIC ENVELOPE. EACH SHEET IS APPROXIMATELY 3 IN. X 12 IN. X 1/4 IN. THICK. INCLUDED IN EACH BOX OF 20 CHARGES M118 IS A PACKAGE OF 80 M8 BLASTING CAP HOLDERS. EACH SHE ET OF EXPLOSIVE HAS A PRESSURE-SENSITIVE ADHESIVE TAPE ATTACHED TO ONE SURFACE. A PIECE OF RELEASE PAPER PROTECTS THE ADHESIVE SURFACE. ITS RELATIVE EFFECTIVENESS IS 1.14. THE EXPLOSIVE IN THE M118 SHALL BE FLEX-X EXPLOSIVE IAW MIL-E-46676 AND SHALL BE PETN BASED. WHEN THE CHARGE IS DETONATED, THE EXPLOSIVE IS CONVERTED INTO COMPRESSED GAS. THE GAS EXERTS PRESSURE IN THE FORM OF A SHOCK WAVE, WHICH DEMOLISHES THE TARGET BY CUTTING, BREACHING, OR CRATERING. THE TYPE OF DEMOLITION ACHIEVED DEPENDS ON T HE PLACEMENT OF THE CHARGE IN RELATION TO THE TARGET. THE ESTIMATED QUANTITY TO BE PROCURRED IS APPROXIMATELY 2,500 EACH. A RESPONDENT TO THIS MARKET SURVEY MUST HAVE AVAILABLE A MAJORITY OF THE SKILLS AND FACILITIES THAT ARE REQUIRED TO MANUFACTURE THE M118 CHARGE DEMO BLOCK. IF A RESPONDENT DOES NOT HAVE ADEQUATE RESOURCES (TECHNICAL, MANUFACTURING, PERSONNEL, ETC) AVAILABLE, THE RESPONDENT MUST BE ABLE TO DEMONSTRATE HIS ABILITY TO OBTAIN THOSE RESOURCES IN A TIMELY FASHION. INTERESTED COMPANIES WHO FEEL THEY POSSESS THE NECESSARY CAPABILITIES SHOULD RESPOND BY PROVIDING THE GOVERNMENT THE FOLLOWING INFORMATION; A BRIEF SUMMARY OF THE COMPANYS CAPABILITIES, DESCRIPTION OF FACILITIES, PERSONNEL AND RELATED MANUFACTURING EXPERIENCE; ESTIMATED MINIMUM A ND MAXIMUM MONTHLY PRODUCTION QUANTITIES, THE ASSOCIATED PRICES AND THE MAXIMUM PROCUREMENT QUANTITY REQUIRED FOR PRODUCTION. IF A RESPONDENT CHOOSES TO UTILIZE THE SERVICES OF SUB-TIER VENDORS OR SUBCONTRACTORS, THOSE VENDORS OR SUBCONTRACTORS MUST MEET THESE CRITERIA. INFORMATION SHALL BE SUBMITTED WITHIN 30 CALENDAR DAYS FROM THE DATE OF THE PUBLICATION TO: JANET BATSON, EMAIL JANET.BATSON@US.ARMY.MIL. THIS MARKET SURVEY IS FOR PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOS AL OR AS AN OBLIGATION ON THE PART OF THE GOVERNMENT. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS MARKET SURVEY OR OTHERWISE PAY FOR INFORMATION SOLICITED.
