Description

Sources Sought Synopsis ? The Department of the Navy, Naval Air Systems Command, Aircraft Division, Special Communications Requirements (SCR) Division (Code 4.5.11.2) is seeking sources to provide support services and supplies to the SCR Division for the maintenance, logistic, and Life Cycle Support (LCS) of communication-electronic (C-E) equipment/systems and subsystems. These C-E equipment/systems and subsystems include shipboard, shorebased (fixed, transportable, ground mobile), airborne and handheld/manpackable platforms. The contractor shall be able to provide a full range of these services to include design, development, integration, installation, test and evaluation, fielding, certification, maintenance and logistic support of Navy, Army, Air Force, Joint Services and other Government agencies C-E platforms, equipment/systems and subsystems. This is a follow-on action to contract N00421-01-C-0169, which was awarded to BAE Systems. The resultant RFP will state a small business subcontracting requirement that 10% of the overall total dollars will be awarded to small businesses. A solicitation will be issued reflecting a cost plus award fee type or cost plus fixed fee contract with a base year plus four option years estimated at 1,632,000 man-hours for the entire contract. The NAICS code is 54133. This office anticipates awarding a contract for the required services around September 2005. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). Interested parties are requested to submit no more than 15 pages demonstrating their capability to perform the services listed above. This documentation shall address, as a minimum, the following: (1) prior/current corporate experience in performing efforts of similar size and scope within the last three years including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.; (3) resources available such as corporate management and currently employed personnel to be assigned to the project to include professional qualifications and specific experience of such personnel; (4) management approach to staffing this effort with qualified personnel. The staffing plan should address current hires that would be available for assignment to this effort, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel.
