Description
The Naval Air Warfare Center, Aircraft Division, Patuxent River, MD plans on making an award for laboratory testing and analysis on a 100% small business set-aside basis. As background, the US Navy plans on sustaining its P-3 operation at least until the year 2015, around induction time of the P-3 replacement platform. To achieve the objective, the P-3 airframe structural components need to be inspected, repaired, and replaced in accordance with the results obtained from the P-3 Service Life Assessment Program (SLAP). In order to verify and validate a portion of the SLAP results, it is required that a Fail-Safe Component Test be performed via a contract with a contractor. The following is a summary of major tasks in this contract: a) Machine and assemble the component as per a Statement Of Work b) Set up the test apparatus and install strain gages on component c) Conduct the fail-safe test d) Produce and submit the final report documenting the results, and e) Ship the failed specimen halves to the originator Interested parties must have qualified test lab personnel who are familiar with conducting the fail-safe testing in accordance with the American Standard for Testing of Materials (ASTM) guideline. Interested parties must have adequate test hardware being able to grip and test a large component with dimension of at least 75 inches length, 30 inches width, and close to 1 inch of thickness. They must also have in-house personnel with expertise and extensive experience in performing the test interpretation and generating the final test report as listed in the Statement of Work for the subject component. Awardee must allow at least one visit and access to the facility for USN personnel during the duration of test. It is required that the fail-safe component test be completed and a draft report be provided no later than 60 days after contract award.
