- NAICS Code: 51331 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED FOR THE BELOW DETAILED ITEM. THIS PROCUREMENT IS MADE AS A FULL AND OPEN COMPETITION. The identifying RFQ number is RFQ-RT-05-00098. The NAICS Code prior to 2002 is 51331 and the NAICS Code after 2002 is 517110. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. A firm-fixed price purchase order is anticipated to result from the award of this solicitation. The contractor shall provide a quotation to implement the First Environments Early Learning Center (FEELC) network design, quantifying all labor and materials needed to wire the facility. This work includes installing all data and voice systems components inside the FEELC, a fiber backbone and a 200 pair cooper voice backbone from the Main Distribution Frame (MDF) to the Independent Distribution Frame (IDF). The Statement of Work (SOW): includes the following physical components, locations and processes: 1) Install and wire the network infrastructure of voice and data connections for the FEELC as detailed in the First Environments Early Learning Center Pre-Construction IT Infrastructure Design Plan; 2) Install a fiber backbone between IDF room #144 in the FEELC and MDF Room C-160A in Building C on EPA-RTP main campus consisting of 24 strands of single mode and 48 strands of multimode fiber as detailed in the First Environments Early Learning Center Pre-Construction IT Infrastructure Design Plan; 3) Divert and install 200 copper pair to form copper voice backbone from MDF C-160A to FEELC IDF Room #144; 4) Install a 36 strand multimode bundle of fiber between the MDF Room C-160A in Building C to the Fire Control Center in C-200A in Building C; 5) Install a 12 strand multimode bundle of fiber between the MDF Room C-160A in Building C to the Building Automation Room C-171; 6) Procure and install four 19-inch racks in IDF Room # 144 per drawing in Attachment D of FEELC IT Infrastructure Design Plan; 7) Procure and physically rack mount a Cisco switch that supports power over ethernet with a minimum of 48 ports; 8) Perform general up fit of IDF Room # 144 including, but not limited to installing cable tray, racks, switch, and punch down blocks; and 9) Install 6 strands of 62.5um multi mode indoor/outdoor rated fiber from C160A to the Fire Alarm panel in room C-200. Technical Requirements: the contractor shall be responsible for the following: 1) Providing all materials and labor to complete the required work; 2)Testing and verifying the quality of work; 3) Providing wiring diagrams and documentation for copper and fiber in the FEELC; 4) Providing wiring diagrams and documentation for fiber backbone between MDF room C-160A and FEELC IDF room# 144; 5) Providing wiring diagrams and documentation for copper voice backbone from MDF room 160A to FEELC IDF room; 6) Providing wiring diagrams and documentation for new fiber connecting MDF Room C-160A to C-200A.; 7) Providing wiring diagrams and documentation for new fiber connecting MDF Room C-160A to C-171; 8) Providing wiring diagrams and documentation of IDF Room #144 up fit; and 9) Provide unit pricing for additional voice and data connections for the FEELC. Period of Performance: Work to be performed under this requirement is scheduled to begin on or about January 24, 2005. Due to the uncertantity of the construction schedule the contractor's Project Manager shall coordinate the start date with the U.S. EPA Project Officer. Once work is started the contractor has 60 days to complete all the requirements of the Statement of Work. Evaluation Factors: The contractor shall be required to strictly adhere to industry standard wiring practices and Environmental Protection Agency wiring standards. EPA will select a vendor based upon cost and technical factors so that the Agency receives the best value for this purchase, with technical factors being significantly more important than cost. The requirements for the selected contractor are that the offeror:: 1) Understanding of the Requirement, the contractor shall be required to demonstrate experience with complex wiring projects and must be able to demonstrate the ability to deliver a solution compatible with the EPA-RTP campus infrastructure; 2) Management Approach, the contractor shall provide in great detail how the work requirements will be met and the probability of any risk associated with this approach. The contractor shall include escalation procedures, organizational charts, proposed staffing, hiring procedures, training plans, Standard Operating Procedures (SOPs), and communications which will facilitate early identification and resolution of problems. The contractor shall be required to outline how similar management approaches are succeeding in similar environments; 3) Corporate Experience, the contractor shall provide information on past contracts of same or similar nature as stated in this requirement. This information shall include point of contact, telephone number and address; and 4) Past Performance, the offeror shall identify in its proposal up to four contracts or subcontracts completed within the past three years, or currently in progress, that are most relevant to the proposed effort. Quotations must be accompanied by product specification sheets with sufficient detail for EPA to verify that the unit proposed meets the above minimum performance specifications. The following FAR provisions apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items (see http://www.epa.gov/oamrtpnc/spclaus/index.htm for text).
