Description
The Defense Threat Reduction Agency (DTRA) seeks information as to potential sources to provide professional security, counterintelligence and administrative services. This is a SOURCES SOUGHT SYNOPSES; there is no solicitation available at this time. No response will be provided for requests for a solicitation. THIS SOURCES SOUGHT SYNOPSIS IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The DTRA Security and Counterintelligence (SC) Directorate has the responsibility for implementing national, as well as Defense of Defense (DoD), Security, Technical Surveillance Countermeasures (TSCM) and Technical Security policy between DoD, the Services and other U.S. Government activities. SC is responsible to protect DTRA personnel, activities, information, facilities and Cyberspace. The SC Directorate manages, conducts, coordinates and implements Security and TSCM activities in support of operations in the detection, identification and neutralization of technical intelligence collection efforts, of foreign powers, organizations of persons, directed against DTRA and/or its mission. In order to provide these services, SC has a requirement to procure contract support. The contract may include tasks in the following functional areas: Counterintelligence (CI) Services  Prepare and conduct briefings/debriefings for DTRA personnel prior to foreign travel on topics including force protection, antiterrorism, safety, security and counterintelligence, and prepare relevant reports. Contractor personnel must at a minimum possess a SECRET clearance.  Conduct Technical Security Countermeasures (TSCM) Investigations and Services to Federal Government Standards. Contractor personnel must possess a TOP SECRET security clearance with Sensitive Compartmented Information access and possess TSCM certification from the Interagency Training Center or the Army TSCM school.  Conduct TEMPEST Assessments and Testing to Federal Government Standards. Contractor personnel must possess a TOP SECRET security clearance with Sensitive Compartmented Information access and possess TEMPEST certification through the TEMPEST Advisory Group.  Conduct Technical Support to Investigations (e.g. computer forensic examinations) and perform other technical services as required. Contractor personnel must possess a TOP SECRET clearance and possess accreditation and certification through the Defense Computer Forensics Laboratory or a nationally recognized law enforcement school or college/university.  Provide Arms Control Support at Point of Entry (POE) and conduct mission escorts to expedite the entry of Inspectors and provide safety and security. Contractor personnel must possess a TOP SECRET clearance and possess Counterintelligence training from a Federal or DoD accredited institution.  Provide Research and Technology Protection support to DTRA supported RDT&E facilities and locations. Contractor personnel must possess a TOP SECRET clearance with Sensitive Compartmented Information access and counterintelligence training through a Federal or DoD accredited institution with an emphasis on RDT&E through Joint Counterintelligence Training Academy (JCITA) or equivalent experience. Security Services  Provide support to the DTRA Executive Protection Committee System for Antiterrorism Force Protection (AT/FP) to monitor the threat, vulnerabilities, and develop pertinent polices and plans. Contractor personnel must possess a TOP SECRET clearance with Sensitive Compartmented Information access.  Assist in the development of comprehensive physical security plans/procedures and coordinate the installation and maintenance of physical security aids (e.g., electronic security systems, communications equipment, security containers, keys and locks, security lighting, and barriers) at all DTRA locations. Contractor personnel must at a minimum possess a SECRET clearance.  Perform a full spectrum of personnel security functions to include the initial screening of nomination packages for completeness of answers and to subsequently process personnel security investigations for submission and review. Contractor personnel must at a minimum possess a TOP SECRET clearance.  Provides support to the Special Security Office (SSO) for the day to day operation of the DTRA Sensitive Compartmented Information Facilities (SCIFs) and to provide oversight of Special Compartmented Information (SCI) functions of DTRA SSO subordinates SCIFs. Contractor personnel must possess a TOP SECRET clearance with Sensitive Compartmented Information access. Information Technology  Provide technical assistance and contribute to other technological initiatives.. Contractor personnel must at a minimum possess a SECRET clearance. Administrative  Support general administrative tasks such as preparing briefings, managing suspense system, receiving and distributing classified and unclassified data and administrative correspondence, and maintaining and forwarding security clearance and other general administrative information. Contractor personnel must possess a SECRET clearance. The majority of the work shall be performed in the National Capital Region with the possibility of one position located in DTRA?s San Francisco office. There may be a future potential for positions in other DTRA facilities within the United States. The contractor personnel may be required to periodically travel outside the National Capital Region, to include overseas travel, in support of SC mission requirements. DTRA?s intent is to award a single firm fixed price labor hour contract for performance of these services. It is anticipated that the period of performance for this contract is one (1) base year, four (4) one-year options, and one (1) additional six (6) months period in accordance with FAR 52.217-8, Option to Extend Services. This SOURCES SOUGHT SYNOPSIS is NOT a Request for Proposals (RFP); it is a market research tool being used to determine the availability of sources and current contracting vehicles prior to issuing a RFP. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCE SOUGHT SYNOPSIS. Any information submitted by respondents as a result of this synopsis is strictly voluntary. This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. The amount of information available for publication at this time is limited. Prospective suppliers are requested to provide company literature and provide a capability summary not to exceed five (5) pages in length describing their relevant corporate experience providing these types of services as identified above.
