- This is a Sources Sought Synopsis. There is no solicitation available at this time. Requests for solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Government to issue a solicitation or to award of any contract. The Defense Threat Reduction Agency (DTRA) is seeking information from Government and industry parties possessing existing biological laboratory technology that could be used to develop and construct an affordable, self-contained, mobile laboratory for performing identification and viability determination of biological agents while located onboard a host vessel (ship) at sea. The Biological Assessment Mobile Laboratory (BAML) is one component of the Biological Combat Assessment System (BCAS) Advanced Technology Demonstration (ATD). The BCAS ATD will culminate in technology demonstrations to locate and track, collect, detect, selectively identify, and characterize biological aerosol agents released during Weapons of Mass Destruction (WMD) counterforce strikes against WMD-related research and development, production, and storage targets. The BAML?s role in this ATD includes identification and viability assessment of potential biological warfare (BW) material collected by the combat assessment-unmanned aerial vehicle (CA-UAV) from the WMD counterforce strike detonation and resultant plume; as well as performing viability assessment on BCAS demonstration range samples. The BAML will conduct this diagnostic and viability assessment while located onboard a host vessel at sea. This Sources Sought Notice is requesting information on BAML technology only. A separate pre-solicitation notice, HDTRA1-04-R-0009, 'Weapons of Mass Destruction Counterforce Combat Assessment Program' has been issued and contains additional information on the BCAS ATD which can be used as a reference. Sources Sought responses shall be limited to no more than 20 pages with 12 point font, not including cover letter, cover page, and table of contents. Responses must be provided in accordance with the submission details outlined in the 'BAML Submission Details.' NOTE: 'BAML Submission Details' is a separate file which will be available on Fedbizopps within 24 hours of posting of this Sources Sought Notice. If the material submitted contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). Company information should include qualifications and experience in work of this nature, point of contact, business size and disadvantaged, 8 (a) or HUBZone. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will not pay for any information submitted in response to this Sources Sought. Responses shall be submitted no later than 4pm EDT on 4 FEB 2005. Electronic responses are recommended and encouraged and should be submitted to Ms. Sanders at BAML59977596@dtra.mil.
