- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: CLIN 0001 Base Station Location Finder BTS Finder is a software package that aids the user in locating base stations. The software (BTS Finder) supports Nemo Technologies TOM 2 series of drives test tols for GSM 850, 900, 1800 and 1900 networks. It will process a TQM log file which has recorded data during a call, and then estimate the latitude and longtide of the serving base station as seen from the perspective of a mobile phone. The user will start BTS Finder and; a) select a map; b) select a log file; c) select the triplet from a drop down list: Serving Channel (BCCH), Cell Identity (CI), Base Station Identity Code (BSIC). The BTS Finder will place on the map the estimated location of the base station. CLIN 0002 Xtract Software for SIM Cards (provides cell phone base station location) The software allows the user to display SMS messages and phone book entries in their native language and then save them as a .jpg image so they can be forwarded to a linguist. The IMSI is read from the SIM card and made a part of the Xtract?s file name (useful for future searches in databases). Data downloaded from the SIM card is saved in an .XML format. Xtract session data can be reformatted via XSLT. This Request for Quote (RFQ) H92244-05-Q-0013 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-25 effective 14 October 2004. North American Industrial Classification Code (NAICS) 334290 applies to this procurement. Required delivery date is four (4) weeks after date of award. The DPAS rating for this procurement is DO. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (Jan 2004); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representations and Certifications Commercial Items (May 2004); FAR 52.212-4 Contract Terms and Conditions Commercial Items (Oct 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial (Oct 2004); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 2004); DFARS 252.225-7001 Buy American Act and Balance of Payments Program (Apr 2003) Proposals shall include the vendor?s Cage Code, Dun and Bradstreet Number (DUN) and Tax Identification Number (TIN). Postal mail must be received by closing date of 25 January 2005 no later than 12:00 p.m. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on past performance, technical capability and price. Past performance and technical capability weigh more heavily than price. Contractor shall submit a technical proposal detailing the salient characteristics of the supplies provided by the company. Vendors shall submit Past Performance information to include contract number, government agency name and point of contact information, nomenclature of supplies and services, unit of issue, unit price and extended price.
