Description
Performance Work Statement of Video Surveillance System at Air Station Cape Cod 1. Scope/Objective Contractor shall provide all supervision, labor, tools, materials, transportation, equipment and other services as necessary to maintain and fix any malfunctions of the installed video surveillance system at Air Station Cape Cod. 2. Functional Requirements The Video Surveillance System at Air Station Cape Cod serves two purposes: 1. Protect flight safety, and 2. Provide command security. Video monitoring at Air Station Cape Cod provides an additional line of defense by protecting personnel and their property during multiple evolutions, safeguards multi-million dollar aircraft, equipment and classified material, assists with securing perimeter vulnerabilities, and heightens flight safety. 3. Minimum Requirement for Video Surveillance System Maintenance The following shall be met: A. Maintain current and install broken equipment IAW the Federal Installation Practice Standards Publication and the National Electrical Code (NEC) standard. B. Maintain and update safeguards to prevent public access of system. C. Properly install and maintain cable runs under ground, ensuring properly grounded to prevent repeat outages due to weather. D. Check said cables biannually to ensure no system degradation. E. Inspect and repair as necessary cameras and their housings to include exposed wires ensuring nothing impedes their function (e.g. bird nests, webs, bird waste, etc.). Ensure entire system is functioning properly during all weather regimes. F. Maintain the control boxes in the Operation Center and Maintenance Control centers to ensure proper function. G. Update any software pertaining to the system as needed. H. Provide 24/7 maintenance of entire system. 4. Evaluation Factors Contractor?s proposals will be judges for merit and BEST VALUE TO THE GOVERNMENT based on the following criteria: 4.a. Technical Factor: This factor considers the degree to which the proposal demonstrates the ability to meet the solicitation?s technical requirements. Information considered in this factor includes the proposed approach to the solicitation?s technical requirements: sample maintenance plans illustrating a grasp of the complexity of the work and quality of the solution. 4.b. Management Factor: This factor considers the degree to which the proposed management and implementation approach provides effective organization, visibility and control of the contract and deliverables. Information considered includes knowledge and ability to professionally, efficiently and safely manage all aspects of the maintenance agreement contract. 4.c. Relevant Experience and Past Performance: This factor considers the degree of the contractor?s experience and past performance to the probability of successfully accomplishing all aspects of the contract. Degree of experience considers the contractors relevant experience in performing services similar in size, content and complexity. The past performance aspect considers how well the contractor performed on similar projects. 4.d. Cost/Price Evaluation: This factor considers the completeness and reasonableness of the proposed cost/price to repair or replace components of the system. While price is not the primary evaluation factor, it is important and will be considered when determining who will be awarded the contract. 5. Base Bid and Options The contractor shall submit a quote for the cost to maintain the system as well as additional costs in the event any of the equipment should fail (e.g. cost to replace any equipment not under warranty) 6. Location The work specified shall be performed at U.S. Coast Guard Air Station Cape Cod. Specifically buildings 3170, 3172 and all surrounding areas depicted on the attached drawings, located at the Massachusetts Military Reservation (MMR), MA. 02542. Contact SK1 Daniel Bartlett (508) 968-6523 for copies of drawings. 7. Hours of Work All work shall be performed on a needs basis. If any or all of the equipment fails, the contractor shall be present within 24 hours notice upon request by the Contracting Officer or Contracting Officer Technical Representative to repair the system. 8. Sanitation Facilities The Contractor shall be permitted use of the facilities in building 3172, provided that his/her personnel or any subcontractor, do not create any additional cleaning burden upon the U.S. Coast Guard. 9. Removed Materials All parts of the installed video surveillance system are owned and operated by the United States Government. Under no circumstance shall any equipment be removed from the grounds of Air Station Cape Cod without the approval of the Contracting Officer and Property Officer. The removed equipment shall be replaced and/or repaired as soon as possible prior to re-installation. Material that requires disposal shall be disposed of in an appropriate manner. The Contractor and a government representative shall determine the appropriate disposal method. The government will assume responsibility for those items that require disposal and salvage in accordance with CG policy. All materials removed by the Contractor, that the Government elect?s not to dispose of, shall become the property of the Contractor. This material shall be disposed of by the Contractor at a Massachusetts Department of Environmental Protection (MADEP) certified solid waste facility. The Contractor shall not cause, suffer, allow, or permit handling, transportation, or storage of any material in a manner that results, or may result, in emissions that cause or contribute to a condition of air pollution. 10. Coordination of Contract Work with Government Activities The Government will continue to work within its buildings and areas during all maintenance activities. The Government will keep interference with the Contractors operations to a minimum. This is an active aircraft maintenance and operations unit, therefore the Contractor will make all efforts to not interfere with the unit?s operations. The Contractor shall take all necessary precautions to protect aircraft, workers, employees and equipment from damage or interfering with such maintenance or operations while work is being performed. 11. Submissions Written proposal submissions shall be submitted in the time stipulated. The award of this contract shall be ?based on the best value? to the government. To address the evaluation factors stated in paragraph 4.a. thru 4.d., contractor shall submit in writing, documentation including total contract cost as outlined in paragraph 5. Submission should include a list of all the equipment associated with the video surveillance system and its respective replacement cost, required maintenance of all equipment and a proposed schedule of maintenance. Contractor shall submit a list of customer references on similar projects completed with the last two years to address relevant experience/past performance evaluation factors. In addition, the Contractor may provide a forty-minute oral minute presentation further illustrating the written maintenance agreement. Work Completion This is a yearly maintenance contract. All work under this contract shall be completed within the terms of the contact. 13. Safety Plan The safety plan shall include worker safety ad other safety requirements as required by OSHA and others as applicable. 14. Site Visit There shall be two preventative maintenance visits by the contractor bi-annually. Any other visits in order to repair and/or replace any of the equipment shall be conducted within twenty-four hours. Notify the Contracting Officer or the Contracting Officer Technical Representative of extended period of maintenance.
