Description
The Delegation of the Kingdom of The Netherlands to NATO plans to release a Notification of Intent (NOI) to invite interested steel suppliers to bid on the Dutch Government plan for restoration by replacement of the Pernis-Woensdrecht-Schoten Pipeline, Serials 2004-2PL12026-0 and 2PL-09384-0. The project will be open to international competitive bidding (ICB), coordinated between Belgium and The Netherlands. This program will be funded by the NATO Security Investment Program. Interested parties must adhere to the following specifications: (1) Approximately 83 km of Poly Ethylene coated line pipe; (2) Steel quality according NEN-EN 0208 Grade L290MB; and (3) Wall thickness between 6 mm and 9.5 mm. Based on the current planning, the ICB procedure will probably commence in the second half of 2005. The start of the ICB procurement will also depend on the timing of the authorization by the Infrastructure Committee of the North Atlantic Council of the Second Phase of this Two-Stage Procedure. At the appropriate time, interested parties will be informed on the further procedures and requirements. In this context, interested parties have no rights to further participation in the planned ICB procedure. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CAN NOT BE CONSIDERED. The deadline for interested and qualified firms to be certified and nominated to the bidder list is 11 March 2005. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. Only firms the U.S. Department of Commerce has declared eligible and has nominated to the bidders list by the 11 March 2005 deadline will be allowed to bid.
