- Description
- The Air Force Research Laboratory, Human Effectiveness Directorate, Warfighter Training Research Division, (AFRL/HEA) is issuing this DRAFT solicitation. There will be a final solicitation issued in regard to this requirement at a date TBD. A pre-solicitation conference will be conducted at 6030 S. Kent Street, Mesa AZ 85242 on 19 January 2005 from 9:00 a.m. to 4:00 p.m. Offerors must report to Bldg 561 to be escorted to the actual pre-solicitation conference room. The purpose of the pre-solicitation conference is to solicit industry comments and questions on this draft BAA. Also at the pre-solicitation conference, the technical POC will conduct a tour of the facilities at AFRL/HEA, and he will conduct one-on-one discussions with potential offerors to promote understanding before the final BAA is released. The one-on-one discussions will allow offerors to communicate potential improvements and unclear areas in the draft BAA, and to provide other suggestions. The dramatic transformation in America?s strategic environment demands an equally dramatic transformation in how we prepare the force. The effects of the transformed strategic environment on the force are many. The emphasis has shifted from deliberate planning to time-sensitive planning, from permanent organizations to expeditionary organizations, and from large hierarchical organizations to smaller forces capable of operating anywhere, anytime, day or night, and in all weather. Training must, therefore, transform to support the needs of the force. Training must prepare the force to learn, improvise, and adapt rather than to merely execute fixed doctrine to standards. Training Transformation will focus on continuously improving defense readiness by providing dynamic capabilities-based training in support of national security requirements across the full spectrum of service, joint, interagency, intergovernmental, and multinational operations. The objective of the Warfighter Readiness Science and Technology Program is to research, develop, demonstrate, evaluate, and transition leading edge technologies and methods to improve warfighter readiness and optimize human-centered logistics processes, enabling the expeditionary aerospace force to achieve their mission goals.
