Description
NSN: 5998-01-353-7280PR, P/N: 103E4824G1, Noun: Circuit Card Assembly. Description: Used in assembly of the D.E.C. which controls all variable engine parameters. The D.E.C. also provides engine cycle counting, engine monitoring and data acquisition and bidirectional data communications with the airframe and ground support equipment. Dimensions: 5 to 6 in. wide, 8 to 9 in. in length, 1 half to 3 fourths in. thick. Material: Electrical wiring, aluminum, metal alloys, and multilayer printed wiring boards. Applicable to the F110-100 aircraft engine. Accelerated and consolidated deliveries are acceptable. Destination: FB2039, Acct 09, Tinker AFB, OK. Delivery will be required not later than 31 May 2005. A quantity range will be solicited. The range will be for a minimum of 7, median of 13, and maximum of 16. The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current sources, i.e., General Electric Company and BAE Systems, Inc. (DBA) Lockheed Martin Corp. Due to complexity and criticality of this part, only actual manufactures that have successfully completed all testing required by the original company responsible for the design, i.e., General Electric Company, can be considered approved sources for this item. Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. The qualification requirements for this item were established prior to 19 Oct 1984 and the requirements of FAR 9.202(A) do not apply. The approximate issue date of the solicitation will be 21 January 2005. The approximate response date of the solicitation will be 22 February 2005. The anticipated award date will be 11 March 2005. Written and electronic procedure will be used for this solicitation. Copies of the solicitation must be obtained from the FedBizOpps website. There are no data/drawings available for this requirement. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at time of award in accordance with FAR clause 52.209-1. The solicitation will identify the office where additional information can be obtained concerning qualification requirements. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with General Electric Aircraft Engines, Cincinnati, OH. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
