- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: UNITED STATES ARMY ELECTRIONC PROVING GROUND, ANTENNA TEST FACILITY , ARC ANTENNA RANGE EQUIPMENT UPGRADE.1. BACKGROUND: 1.1. The Arc antenna range is located at the Antenna Test Facility (ATF) and is operated by the Electronic P roving Ground (EPG) at Ft. Huachuca, AZ. It is an outdoor antenna range capable of taking hemispherical antenna patterns (elevation angles from -15 to 90 degrees, with 360-degree capability in azimuth). The operational frequency range is 30 MHz to18 GHz. The Arc range was specifically designed to measure the patterns of communication antennas mounted on military vehicles, though it supports a variety of antenna tests. The Arcs focus is 30 above ground level, and its radius is 75. A fiberglass rack i s used to place the test antenna at the Arcs focal point. This rack is placed on a 60 diameter turntable that is capable of supporting 80 tons. Spacious walkways allow access under the turntable, and the turntable presently supports 12 slip rings. The Arcs control room is located in a large pit approximately 30 from the base of the Arc. The azimuth and elevation motions are controlled by an MI-Technologies 4190 controller, and only one axis moves at a time. The upgrade discussed below essentially involves a replacement of the entire RF system, including the source / receiver and any necessary cables, mixers, amplifiers, software, etc. Interested providers are encouraged to visit the Arc range to ensure that they have all of the information necess ary to develop an accurate cost estimate. REQUIREMENTS: 2.1. Replace RF source / receiver system. The source and receiver may be separate or combined (e.g., a high quality network analyzer), as long as they along with the associated equipment listed in 2.2 below meet the following requirements: Frequency operation between 30 MHz 18 GHz. (Data for frequencies below 100 MHz may be acquired through a network analyzer if necessary, and if allowed by the cabling system.) Ability to transmit or receive from the test antenna. Operating dynamic range of at least 40 dB. Ability to gather data on the fly, without stopping the motion in one axis. 2.2. Replace RF cabling, mixers, LO / IF unit, and adapters, and provide any a dditional amplifiers, signal generators, or other equipment necessary to meet the requirements listed in 2.1 above. The design and housing of this equipment must be suitable for its environment, e.g., outdoors or underneath the turntable. 2.3. Data acqui sition and analysis software. At a minimum, this software must be capable of: Interfacing with the MI-Technologies 4190 controller as well as the new source / receiver system. Plotting antenna patterns real-time during data collection. Storing data in a widely accessible format, such as ASCII or Excel. 2.4. Computer and application software required to support 2.3. 2.5. List as an option: Hardware and software required to obtain measurements from a dual-polarized antenna. 2.6. List as an option: Softw are capability to perform a near- to far-field transformation on the acquired data. 2.7. Bid will include design, fabrication / procurement, installation, training, and basic verification costs. 2.8. List as an option: One year of technical support. 2.9 . List as an option: Conduct a small set of test zone / quiet zone measurements (e.g., ten measurements covering a 10x10 plane for different range antennas or frequencies). 2.10. Provide a start date and completion date. 2.11. Bid will consist of a cos t for each item and then a total c ost for all items listed under REQUIREMENTS. OTHER: 3.1. Describe important technical or support capabilities of your proposal, beyond the basic requirements listed above, that you anticipate will be an advantage over other proposals. Examples include e quipment reliability and maintainability, data accuracy and stability, speed of data acquisition, data analysis capabilities, and automated calculations (e.g., for suggested turntable speed). 3.2. Vendors are authorized to visit the site but must fill out the attached visit request and either mail, fax, or email the form to the USAEPG Contracting Officer.
