- - - REQUEST FOR INFORMATION FUNCTIONAL REQUIREMENTS FOR ARMY ROTARY WING RADIO SUITE ARMY AVIATION IS SEEKING TO IDENTIFY EXISTING MATERIAL SOLUTIONS FOR ARMY ROTARY WING VHF AND UHF COMMUNICATIONS OPERATION. PLEASE IDENTIFY A CONFIGURATION THAT REPLACES BOTH THE AN/ARC 164/KY 58 AND AN/ARC-186 RADIOS AND ADDS BOTH UHF MILITARY SATCOM AND CIVIL LAND MOBILE RADIO (LMR) CAPABILITIES. ALL ITEMS, EXCLUDING CABLES, AS WELL AS NECESSARY SUPPORT ITEMS, SHOULD BE IDENTIFIED IN THE CONFIGURATION. EVERY SEPARATELY PRICED MAJOR ITEM NEEDS TO BE IDENTIFIED. THREE SEPARATE SUB-CONFIGURATIONS SHOULD BE PROVIDED AS FOLLOWS. SUB-CONFIGURATION 1: UHF SATCOM COMPLIANT SUB-CONFIGURATION 2: REPLACES ARC-164/KY 58 AND ARC-186 SUB-CONFIGURATION 3: REPLACES ARC-186, ADDS SINCGARS VOICE AND HAS RADIO CONTROL UNIT ARMY AVIATION BELIEVES, SUBJECT TO RESPONDER'S CORRECTIONS, THAT THE SUB-CONFIGURATIONS CONSIST OF THE FOLLOWING FUNCTIONAL ITEMS SHOWN IN THE FOLLOWING TABLE. SUB-CONFIGURATION 1: RECEIVER/TRANSMITTER, HPA (SATCOM), LOW NOISE PREAMPLIFIER (SATCOM), R/T MOUNTING BASE, HPA MOUNTING BASE SUB-CONFIGURATION 2: RECEIVER/TRANSMITTER, R/T MOUNTING BASE SUB-CONFIGURATION 3: RECEIVER/TRANSMITTER, RADIO SET CONTROL, R/T MOUNTING BASE PLEASE PROVIDE A TECHNICAL DATA PACKAGE WITH COMPLETE SPECIFICATIONS, DOCUMENTS, DRAWINGS, AND OTHER SUPPORTING MATERIAL FOR THE CONFIGURATION. PLEASE INCLUDE COPIES OF ALL APPROPRIATE CERTIFICATION DOCUMENTS, INCLUDING BUT NOT LIMITED TO THOSE FROM NSA AND JITC. FOR THE CONFIGURATION, PLEASE RESPOND TO THE FOLLOWING QUESTIONS. IF THE CONFIGURATION IS FULLY COMPLIANT, PLEASE STATE PRECISELY THAT. IF THE CONFIGURATION IS PARTIALLY COMPLIANT, PLEASE STATE THAT AND THEN IDENTIFY THE SPECIFIC FUNCTIONS OR PARAMETERS THAT ARE NON-COMPLIANT. IN ALL INSTANCES, PLEASE IDENTIFY WHERE IN THE TECHNICAL PACKAGE THE ITEM IS DISCUSSED. 1. DOES THE CONFIGURATION PROVIDE EMBEDDED TYPE 1 COMSEC? IF SO, IS THE COMSEC CERTIFIED BY NSA? IF CERTAIN CRYPTOGRAPHIC ALGORITHMS ARE NOT YET CERTIFIED, PLEASE IDENTIFY THE SPECIFIC CAPABILITY THAT IS LOST DUE TO THAT LACK OF CERTIFICATION. IN THE RESPONSE, PLEASE IDENTIFY INTEROPERABILITY AND LACK THEREOF WITH THE KY-58 AND THE KY 100 AS USED IN THE WAVEFORMS OF INTEREST. 2. FOR EACH OF THE CONFIGURATION'S FREQUENCY BANDS AND MODULATIONS, WHAT IS THE OUTPUT POWER IN EACH BAND? IF AN ADDITIONAL EQUIPMENT ITEM CAN ALSO BE USED (E.G., HPA), WHAT IS THAT ITEM'S OUTPUT POWER? IN EACH INSTANCE, PLEASE ALSO IDENTIFY IN DETAIL OUTPUT POWER OR DUTY CYCLE DEGRADATION AT TEMPERATURE EXTREMES. 3. IS THE CONFIGURATION FULLY COMPLIANT WITH THE FOLLOWING STANDARDS, INCLUDING ALL OPTIONS WITHIN THOSE STANDARDS, OVER THE APPROPRIATE FREQUENCY BANDS AND MODULATIONS IDENTIFIED ABOVE? A. MIL-STD-188-242 B. MIL-STD-188-243 C. MIL-STD-188-181B D. MIL-STD-188-182A E. MIL-STD-188-183A F. MIL-STD-188-184 CHANGE NOTICE 2 G. ICAO ANNEX 10, VOLUMES III AND V H. RTCA/DO 186A I. ED-23B 4. PLEASE PROVIDE JITC DOCUMENTATION INDICATING INTEROPERABILITY CERTIFICATION AGAINST THE ARC 186 AND AGAINST THE ARC 164 WITH BOTH THE KY-58 AND THE KY-100. 5. WITH WHAT OTHER FUNCTIONAL RADIO STANDARDS DOES THE CONFIGURATION COMPLY, AND WHAT IS THE EXTENT OF THE COMPLIANCE? 6. DOES THE CONFIGURATION PROVIDE FAA APPROVED VHF AIR TRAFFIC CONTROL VOICE CAPABILITY IN THE 118-136.975 MHZ, 25 AND 8.33 KHZ BANDWIDTHS? HAS THE CONFIGURATION RECEIVED TYPE CERTIFICATION FOR THIS MODE OF OPERATION? 7. IS THE CONFIGURATION FULLY INTEROPERABLE WITH THE AN/ARC-201D VERSION 7.0 (VERSION 7.2 OBJECTIVE) IN ALL MODES? IF NOT, PLEASE PROVIDE A DETAILED STATEMENT WHERE INTEROPERABILITY DOES AND DOES NOT EXIST. 8. DOES THE CONFIGURATION PROVIDE HAVE QUICK I AND HAVE QUICK II VOICE AND DATA, PLAIN AND SECURE OPERATION? WHAT DATA RATES ARE SUPPORTED? 9. WHAT LAND MOBILE RADIO CAPABILITIES ARE PROVIDED IN THE CONFIGURATION? SPECIFICALLY, WHAT CHANNEL SPACINGS, BANDWIDTHS, AND MODULATIONS ARE SUPPORTED AND TO WHAT STANDARDS DO THESE CONFORM. 10. WHAT APCO PROJECT 25 (TIA/EIA 102 SERIES) CAPABILITIES ARE PROVIDED IN THE CONFIGURATION? IF PARTIAL CAPABILITY IS PROVIDED, PLEASE INDICATE SPECIFIC AREAS OF STANDARDS CONFORMANCE AND NON-CONFORMANCE. 11. DOES THE CONFIGURATION PROVIDE OPERATION IN THE 136-174 MHZ BAND? IF SO, WITH WHAT STANDARDS DOES IT COMPLY; WHAT CHANNEL SPACINGS ARE SUPPORTED AND WITH WHICH STANDARDS DO THESE CHANNEL SPACINGS COMPLY? 12. DOES THE CONFIGURATION PROVIDE OPERATION IN THE 400-512 MHZ BAND AND IF SO, WITH WHAT STANDARDS DOES IT COMPLY? IF SO, WITH WHAT STANDARDS DOES IT COMPLY; WHAT CHANNEL SPACINGS ARE SUPPORTED AND WITH WHICH STANDARDS DO THESE CHANNEL SPACINGS COMPLY? 13. DOES THE CONFIGURATION PROVIDE OPERATION IN THE 764-869 MHZ BAND AND IF SO, WITH WHAT STANDARDS DOES IT COMPLY? 14. WHICH SPECIFIC CONTEMPORARY RADIOS AND IN WHICH MODES DOES THE CONFIGURATION INTEROPERATE? 15. FOR BOTH THE RT AND SATCOM HPA, PLEASE PROVIDE INFORMATION ON TRANSMIT POWER OVER THE TEMPERATURE RANGE -40C TO +71C. PLEASE PROVIDE INFORMATION IN TWO MANNERS: A. DUTY CYCLE VS. TEMPERATURE AT FULL POWER B. MAXIMUM POWER OUTPUT VS. TEMPERATURE AT 100% DUTY CYCLE FOR THE SATCOM HPA, PLEASE INCLUDE THE EFFECTS OF THE RT'S TRANSMIT POWER. 16. PLEASE PROVIDE POWER CONSUMPTION VALUES FOR BOTH RECEIVE AND TRANSMIT MODES WITH A SUPPLY VOLTAGE OF +28 VDC AT THE FOLLOWING AMBIENT TEMPERATURES. A. -40C, MAXIMUM B. +55C, MAXIMUM C. +25C, TYPICAL D. +71C, MAXIMUM FOR ALL TEMPERATURES, PLEASE ASSUME STAGNANT AMBIENT AIR. PLEASE DESCRIBE ANY CAVEATS TO THE VALUES CITED. 17. AGAINST WHAT ENVIRONMENTAL REQUIREMENTS HAS THE CONFIGURATION BEEN QUALIFIED? BASED ON A GENERAL KNOWLEDGE OF ARMY AVIATION ENVIRONMENTAL REQUIREMENTS, IS THE CONFIGURATION COMPLIANT? ENVIRONMENTALLY, WHAT PROBLEMS MIGHT BE FORESEEN FOR ARMY AVIATION? 18. AGAINST WHAT VERSION OF MIL-STD-461 WAS THE CONFIGURATION TESTED? WHAT TESTS WERE PERFORMED? IF TESTS WERE NOT FULLY PASSED, PLEASE IDENTIFY THE DEFICIENCIES. 19. WAS MIL-STD-461F CE-101 TESTING PERFORMED OR CHARACTERIZED? IF SO, PLEASE PROVIDE A COPY OF THE REPORT. IF NEITHER, PLEASE DESCRIBE WHAT PERFORMANCE MIGHT BE ANTICIPATED IF THE TEST WERE TO BE PERFORMED. 20. WAS ADS-37A-PRF USED TO TAILOR THE MIL-STD-461 TESTING? 21. WHAT IS THE PREDICTED AND, IF AVAILABLE, ACTUAL FIELD MTBF FOR ALL ITEMS IDENTIFIED IN THE CONFIGURATION? PLEASE IDENTIFY THE ENVIRONMENT FOR THE PREDICTION, PREFERABLY 30?C AT SEA LEVEL FOR AIRBORNE ROTARY WING (ARW) ENVIRONMENT. 22.
