Description
The US Army Corps of Engineers, Portland District intends to award an Indefinite Delivery, Indefinite Quantity contract to perform the Hydroacoustic Evaluation of Juvenile Fish Passage at Columbia River Basin Dams. The solicitation and resulting co ntract will contain a base plus three option years, and the dollar limit will be $5M. Performance will generally consist of data collection, analysis and reporting of studies of fish behavior, abundance, and passage of juvenile Pacific salmon at various C olumbia River Basin Dams. Specific services required may include, but are not limited to, estimating fish passage through turbines, spillways, sluiceways and other routes, determination of horizontal and vertical distributions at the face of dams and in t he fore bays and estimation of fish guidance efficiency. The Contractor may also study fish behavior by estimating fish positions in three dimensions near sluiceways, bypass systems, and turbine intakes. Mobile hydroacoustic studies of fish distributions and multi-beam acoustic studies of fish movement will be used to describe environmental conditions during fish passage. Analysis of these data will generally be relative to environmental conditions that may include hydraulic, visual, acoustic, etc. The Contractor may be required to supply and deploy all equipment and mounting hardware. Anticipated staff includes experienced fishery biologists, engineers, and statisticians. Submission of a technical proposal will be required, best value will apply. This procurement is open to both small and large business concerns.
