The Space and Naval Warfare Systems Center, Charleston (SSC-CH), Code 70 ??? Intelligence and Information Warfare Systems Engineering Department, is seeking information on night vision technologies that are: ?? Currently available ?? Commercial, off-the-shelf (COTS) hand-held units ?? Third generation (Gen-3) image intensifiers (I2) (information on current and emerging equipment desired) ?? Suitable for rural waterfront port environments (specifically applicable to port security and critical infrastructure protection). The information collected in response to this Request for Information (RFI) will be used as part of the SSC-CH, Code 70 technology assessment and validation program, which provides quality, objective, relevant assessments of available first responder equipment . The assessment will evaluate the equipment based on: 1.) The Homeland Security Professionals??? stated needs and requirements, 2.) The manufacturers??? claims, and 3.) A qualitative observation of characteristics such as image quality, size/weight, usability, and port security usefulness. A final report will describe the outcome of the evaluation and provide rural law enforcement communities with the actionable information they need in order to make informed decisions regarding available Gen-3 I2 hand-held night vision devices. The unclassified report will be disseminated to Federal, State, and local agencies. The Department of Homeland Security (DHS), Office for Domestic Preparedness (ODP) is sponsoring this program. ODP is responsible for enhancing the capacity of state and local jurisdictions to respond to, and mitigate the consequences of, incidents of domestic terrorism, particularly those involving weapons of mass destruction, through coordinated training, equipment acquisition, technical assistance, and support for Federal, State, and local exercises. SSC-CH will determine whether the information received is suitable for this program based on the objectives identified in this request. All information received will be treated as public knowledge and may be used in the assessment; therefore, vendors should not submit proprietary information in response to this RFI. All data received in response to this RFI marked or designated as corporate or proprietary information will be disposed of, and the information will not be considered for evaluation. Please provide the following types of information: 1. A brief description (300 words or less) of the night vision system or device; 2. Potential applications and setup constraints; 3. Cost, including unit, operating, warranty, and maintenance, also identify where it can be repaired; 4. Technical specifications, including photosensitivity, signal-to-noise ratio, gain, resolution, magnification and field of view, distortion, weather resistance, power type/life, camera/camcorder adaptable, size, weight, operating temperature, automatic brightness control, bright source protection; 5. A copy of the device???s factory original image intensifier tube data sheet , including the tube???s manufacturer and operating parameters; 6. A listing of current users (with points of contact); 7. A list of organizations that have placed orders for emerging technologies, if they exist; 8. The name and phone number/e-mail address of the individual that potential users should contact for more information on the night vision product; and 9. Websites or brochures with diagrams, drawings, and/or graphics that would assist the user in understanding the device or system. This announcement is for information gathering purposes only. Submittals: Respondents are invited to provide information in the form of product brochures, press releases, technical specification sheets, independent assessment results, reprints of trade journal articles, etc, although electronic media are preferred (CD, diskette, or internet link). Submissions should include complete data sheets, pertinent company information, including contact person, phone number, and fax number and e-mail address.
