Description

NAICS Code: 541511 This is a notice of intent. The Financial Management Services (FMS) intends to modify an existing task order with American Management Systems (AMS) of Fairfax, VA, to build interfaces and programming to process collections from FedDebt into the Debt Management Accounting System (DMAS); track and account for detailed collections and the disbursements to the creditor agencies in an automated fashion with (DMAS); testing; system and user documentation; training; and functional/technical support. FMS plans to issue this requirement as a firm fixed-price task order modification. The Government intends to negotiate on a sole source basis with American Management Systems, 4050 Legato Road, Fairfax, VA 22033. The proposed noncompetitive action will be processed in accordance with FAR Part 15.2. The period of performance will be from February 14, 2005 through September 16, 2005. All information must reference: TFMS-HQ-05-R-5100 and must be received by February 4, 2005 at 4:00 pm EST. Written responses to this notice shall contain sufficient documentation to establish a capability to perform this requirement. Written responses to this notice shall be evaluated solely for the purpose of determining whether or not to conduct this requirement on a competitive basis. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely with the discretion of the Government. This notice of intent is not a Request for Quotation nor is it a request for competition. Notes 22 and 26 apply.
