Description
This Pre-solicitation notice is issued in accordance with FAR 9.206-1(e). The US Coast Guard anticipates solicitation and award of a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract consisting of one twelve-month Base Period and three twelve-month Option Periods for the purchase of an Advanced Performance Coating (APC) high exterior durability system for US Coast Guard aircraft exterior surfaces. The Government intends to use the procedures of FAR Part 12 and 13.5 for this acquisition. The coating system shall consist of various colored high gloss Top-coats authorized and approved on the Qualified Product List (QPL) for MIL-PRF-85285 Type I and Primer authorized and approved on the QPL for MIL-PRF-23377, Type I, Class C. The Top-Coat, when exposed to 3,000 hours in a Xenon-arc weatherometer shall have a color change (∆E) less than or equal to 1.0. The 60° specular gloss of the topcoat, when exposed for 2,000 hours to UVB and Xenon Arc exposure shall be a minimum of 90. These requirements exceed those found in MIL-PRF-85285 Type-I. The government intends to purchase topcoats and primer from one manufacturer. Quantities, unit of issues, topcoat colors, and delivery information will be identified in the solicitation document. The US Coast Guard intends to solicit only manufacturers on the QPL's, however, offerors not on the QPL's that can demonstrate to the satisfaction of the contracting officer that its products meet the standards established for qualification, or can meet them before the date specified for award of the contract, will be considered. Test data must be included (if not on QPL) from an ISO/IEC 17025 Accredited Coatings Laboratory. The contracting officer reserves the right not to delay award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. The NAICS is 325510 and the size standard is 500 employees. The Solicitation Document HSCG38-05-Q-500001 will be available for downloading on the FedBizOpps website. Contractors are encouraged to register in the FedBizOpps Vendor Notification Service (located on the FedBizOpps home page) to receive all notices for solicitation HSCG38-05-Q-500001. A closing date for receipt of offers will be established upon issuance of the solicitation. An anticipated award date has not been established.
