Description
The Defense Distribution Depot Kuwait, Southwest Asia (DDKS) provides material distribution services including the receipt, storage and issuance of material in the US CENTCOM area of responsibility. The contractor shall provide material distribution services to meet requirements of material distribution in the area, including required facility(s). Facility includes indoor storage area(s), estimated at 1 million square feet with a minimum stacking height of 20 feet, lighted hardstand outdoor storage area estimated at 1 million square feet, and 2 thousand square feet of office space for government personnel. Building(s) shall be permanent, weatherproof, air conditioned, with adequate racking, lighting, backup electrical power, and fire protection systems installed. The facility shall be located in Kuwait, enclosed by a security barrier, and must be complete and ready for operation at time of contract award. Material distribution services include all management, personnel, supervision, warehouse management system, materials, tools, equipment, security, telecommunications, transportation and any other items not government furnished in order to establish and operate a distribution depot in Kuwait. The contractor shall provide a complete warehouse management system (WMS), including all IT equipment, software programs for WMS functionality, and maintenance of IT equipment/software required to process orders placed through DoD MILSTRIP, MILSTRAP and DLMS X-12 formatting. Transactions must be processed on a daily, real-time basis for delivery to CONUS and OCONUS destinations. The contractors WMS must be able to be interfaced with the Defense Automatic Addressing System (DAAS), and support all phases of distribution; such as receiving, induction, internal movement, stow material in storage location, pick, issue, pack, consolidate, load, and ship. The WMS shall track material through all processes, maintain inventory records of all material, provide a capability to adjust inventory, provide visibility of all transactions, and provide remote access for reports and management data. The primary mission of DDKS is to plan, program, manage and execute efficient and effective receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, issue processing, packing, shipping, and distribution of material in support of customers in the US CENTCOM geographical area of responsibility. The Defense Distribution Center is seeking offerors to perform the above functions which will be evaluated by utilizing a Best Value / Trade Off analysis. The solicitation is expected to be released on or about 01 February 2005. The resultant contract will be awarded on an all or none basis as a hybrid fixed price, cost plus fixed fee contract. The contract period of performance shall be a two-year base period and three one-year options. The NAICS Code and Size Standard are 493110 and $21.5 million, respectively.
