- The NATO Supreme Allied Commander Transformation (SACT) has released a notification of intent to issue an Invitation for International Bidding (IFIB) concerning its plan to hire a contractor for an Ammunition Requirement Experiment. With this contract, HQ SACT is looking for a contractor who is able to deliver a new model, both usable at the Strategic and Operational level. This new model will generate and calculate the entire ammunition requirements specific to a mission/operation assign to the NATO RESPONSE FORCE (NRF) concept currently being implemented. Covering maritime, air and land elements in a joint multinational environment, this new software will be able to generate proposed ammunitions needs based either on NATO Generic Forces or National specific contributions, using a mix of Level of Effort and Effect Base Methodology and should be able to propose such ammunition packages with or without an actual target list. Finally, this prototype software will maximize the use of data already generated to support Allied Commands Resource Optimization Software System (ACROSS) and will adopt the general software support configuration using in Logistics Functional Area Support (LOGFAS) suite of software. This project will be funded under the NATO Military Budget Committee (MBC) with an estimated total value not to exceed 450,000 USD for the first year. Eligibility includes companies or consortium of companies that in the past 5 years have worked in supporting LOGFAS/ACROSS development either in support of Nations or NATO Strategic Commands and NC3A. Company or Consortium will have a Configuration Management (CMME) recognized level 2 certificate for software development. Contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO SECRET level security clearance, have at least one advanced degree in mathematics, expertise or degree in modeling and have at least 2 years experience in designing, developing and supporting ammunition planning/stockpile software. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS MAY NOT BE CONSIDERED. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is HQ SACT, BUDFIN, Purchasing and Contracting Branch. It is anticipated that the Invitation for International Bidding (IFIB) will be issued on 12 January 2005 with the bid closing date for certified firms on 25 February 2005 (planned). HQ SACT will also directly mail this IFIB to all potential bidders that have been properly certified and nominated to the bidder list. The deadline to be certified and nominated to the bidder list is 11 January 2005. However, ONLY firms the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 11 January 2005 deadline will be allowed to bid.
