Description
The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Quote (RFQ) to award a Firm-Fixed-Price contract to perform Security Services in Afghanistan. The contract type will be Blanket Purchase Agreements (BPAs). The aw ard of Blanket Purchase Agreements for these services will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS Code is 561612 with a small business size standard of $10,500,000. The contractor will provide all management, supervision, personnel, equipment, weapons, vehicles, communications and materials requested by the Contracting Officer or their designated representative necessary to perform security escort missions throughout Afghanistan. The contract will require the contractor to provide armed escorts for up to one-year from safe houses to construction sites; guards at safe houses and armed escorts for site visits throughout Afghanistan. These guards could be required on a daily, weekly or monthly basis. The contractor will be required to provide armored vehicles, automatic weapons, safety gear, ammunition, western (expatriates and third country nationals) and regional trained personnel. This acquisition shall be UNRESTRICTED. Quotations shall be provi ded for the base year and two option years. The estimated value of this project is under $500,000.00. The contract will be awarded to the offeror who represents the best value based on the following technical/non-price evaluation factors: Past Performanc e, Experience and management concepts. These factors will be equally weighted but taken together are significantly more important than price. The prices in the bid schedule will be evaluated for completeness and reasonableness. The Corps anticipates, bu t does not guarantee, that these call orders will be awarded shortly after the contract is issued, subject to the availability of funds or need. Additional work under this contract will be parceled out in call orders. Call orders will be issued at any t ime in the base year or if exercised, at any time during the option year. The contractor may be required to have the personnel available for duty within two weeks of the award of the contract. No solicitation is being issued at this time. Service Requirements for Solicitation Number W917PM-05-Q-0001 will be available on or about 21 January 2005. Interested parties are advised to submit their quote on or about 20 February 2005 by 3:00 P.M (loca l time). The media selected for the issua nce of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project is the Internet and Paper. Paper copies of this solicitation, and amendments, if any, will be available or issued in the Contracting Office for local contractors without adequate access to the Internet. A CD-ROM will be made available with required regulations at the contractors request. Interested parties may download and print the solicitation, at no charge at http: //www.mvn.usace.army.mil. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the prefe rred method. However, paper copies will be made available for local contractors. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firm's preferred pricing list, physical address, telephone, a valid fax number and a point of contact Registration. Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in t he Department of Defense CCR Database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
