Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center, Aircraft Division, Lakehurst NJ is evaluating potential lightweight aircraft tiedown devices. Aircraft tiedowns are used to secure parked aircraft to the decks of ships while holding loads derived from the inertial forces caused by ship?s motion and wind forces on the aircraft. The existing tiedown is a self-contained hand operated device consisting of a length of chain a tensioning device, and hook ends weighing 12 pounds. The Naval Air Warfare Center Lakehurst is evaluating potential alternative tiedown devices that weigh less and may be constructed of synthetic materials. The Government is requesting information on the availability of Commercial-Off-The-Shelf (COTS) tiedown devices. The tiedowns should conform to the following salient features: (1) The tiedown shall have a working load of 10,000 lbs and be capable of withstanding an ultimate load of 14,100 lbs without failure. (2) The assembly should be not less than 108 inches long and not weigh more than 6 lbs. (3) The assembly should consist of synthetic rope, webbing, or chain terminated with hook ends. (4) A tensioning mechanism shall be provided to take up slack left during initial installation and to provide pre-tension. The tensioning assembly shall be capable of being attached at any point on the assembly providing incremental length adjustment within overall tiedown length. (5) The tiedown shall be constructed so that the assembly can be manually released and automatically separated from the tensioning assembly when installed under load. Please provide commercial pamphlets, drawings, and tiedown samples that meet the requirements listed above. It is requested that information be submitted NO LATER THAN 31 January 2005 to Mr. Jack Murtagh, Naval Air Warfare Center Aircraft Division, Code 25221B562-1, Highway 547, Lakehurst, NJ 08733-5082, or by electronic mail at: john.murtagh@navy.mil who may be reached at 732-323-2901 or fax 732-323-2359, or to Ms. Lori Bishop, by electronic mail at: lori.bishop@navy.mil who may be reached at 732-323-4771. Respondents are notified that a formal solicitation MAY NOT necessarily result from the RFI. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
