Description
FISC San Diego has a requirement for contractor performance work for Engineering and Logistics service support for Commander Naval Air Force Pacific Fleet (COMNAVAIRPAC/COMNAVAIRFOR or CNAP/CNAF). The San Diego District Office of the Small Business Administration has reserved this procurement as an 8(a) set-aside NATIONAL BUY. Therefore, all eligible certified 8(a) vendors regardless of location may submit offers in response to this 8(a) competitive solicitation. The NAICS is 541330 with a size standard of 23.0 million. The FSC is R706. The RFP is anticipated to be released on or about 24 January 2005. Closing date is 30 days after the issuance of the RFP. The basic period of performance is anticipated to be 01 April 2005 through 30 September 2005 and will include One (1) option year. Interested 8(a) vendors may obtain a copy of solicitation N00244-05-R-0014 via the Navy Commerce Online, Business Opportunities, www.neco.navy.mil. No hard copies will be issued. A! ll 8(a) vendors shall be registered with the Central Contractor Registration CCR website http://www.ccr.gov. The Statement of Work (SOW) will provide tasks for the Engineering and Logistics Support services. CNAP/CNAF mission is to support the U.S. Pacific Fleet and the unified commands by providing Combat Ready U.S. Naval Aviation Forces, which are fully trained, properly manned, interoperable, well maintained, and supported. Service support will provide supply logistics and maintenance analysis, training and support, ordnance training and related technical services at CNAP/CNAF and assigned stations, as well as at sea and in port for CNAP/CNAF ships, in accordance with terms of the contract. Required tasks will be described in the SOW. The following describes general types of work within the scope of the PBWS: Food Service Management and Sanitation Analysis and Training, Afloat; Retail Operations Management (ROM) Analysis and Training in Support of Ship Stores; Disbu! rsing Operations Analysis and Training, Afloat; Postal Operations Management Analysis and Training, Afloat; Smart Carrier/CVN-21 Program Management, Analysis and Training; Financial (OFC20) Data Collection and Management, Afloat; Hazardous Material and Materials Handling Equipment Support and Training, Afloat; Non-aviation Supply Technical Services, Afloat; Supply Aviation Outfitting Support; Mobile Ordnance Training Team (MOTT) Project Support; Staff Support Services; Fuel Management Analysis; Logistics and Supply Management Analysis, Training, Ashore; Site Advocate Services; Aviation Readiness Data Collection and Analysis; Aircraft Inventory and Readiness Report (AIRRS) Program Management Support; Aircraft Engine Program Management Support (AEMS); Supply NAVRIIP/AirSpeed/Interim Supply Support (ISS); CASREP Expediting; Engine Expediting; Technical Publications and Directives Library Support Services; and Support Equipment Data Base Management and Support Services. Work s! hall be performed on site at COMNAVAIRPAC, COMFAIRWESTPAC Atsugi Japan, and Puget Sound Naval Shipyard, Bremerton WA, as well as on board CNAP/CNAF aircraft carriers afloat and in port, and various CNAP/CNAF shore commands.
