Description
NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ-OH-05-00033 is issued as a Request for Quotation. This acquisition is a 100% small business set-aside. The NAICS code is 334516, the size standard of which is 500 employees. The elemental analyzer shall meet the following minimum performance specifications: 1) The elemental analyzer shall be capable of simultaneous determination of the elements specified in the following configurations: NC (Nitrogen and Carbon). 2) The elemental analyzer shall be field upgradeable to meet the following configurations: CHN, NCS and CHNS, or O. Hence, the system shall be capable of being reconfigured for alternate applications such as oxygen analysis or sulfur only analyses without addition of optional furnaces. 3) The elemental analyzer shall be capable of both solid and liquid sample analysis. Further, the elemental analyzer shall be capable of analyzing solid materials associated with glass fiber filters. 4) The accuracy of the instrument shall be such to achieve method detection limits (MDLs) of 10.5 g/L and 62.3 g/L for N and C, respectively, based on a 200 ml filtered water sample volume. Sediment/Tissue MDLs of N and C are 84 mg/kg and 1300 mg/kg, respectively, for sediment sample weight of 10.00 mg. Cited MDLs are per EPA Method 440.0 (url: http://www.epa.gov/nerlcwww/m440_0.pdf). The accuracy, defined as the relationship between the sample reading and the true value of the sample, shall be less than 0.3% for any of the specified elemental configurations. 5) The elemental analyzer shall include an autosampler with a large capacity. The autosampler shall be separate and replaceable from the elemental analyzer. 6) The elemental analyzer shall include a micro-balance capable of accurately weighing 0.1 to 1 g for the lower range and 10 to 100 or more mg in the high range. The microbalance shall be integrated with the software support system. 7) The elemental analyzer shall include computer hardware and software for controlling the operation, uploading, storing, and analyzing data, interacting with the micro balance, and performing general statistics and system autodiagnostics. 8) The instrument control software shall be capable of adjusting the detector gain during an analysis. 9) The instrument control software shall control oxygen introduction for oxidation of samples and automatically adjust based on the weight and matrix of each individual sample. 10) The analyzer shall be accompanied by a computer, a monitor, and a printer. Computer software shall allow integrated operation between the microbalance, autosampler, elemental analyzer, with the capability of exporting data to other computers. 11) The system shall include installation and training by a factory trained service representative and shall be covered by a 12 month on site parts and labor warranty. Technical support shall be available via phone and email Monday through Friday during working hours (9 am to 5 pm). 12) The elemental analyzer shall be shipped with accessory items accompanying the purchase of the analytical system including, 1) An oxygen regulator with shut-off valve, tubing and necessary fittings for instrument installation; 2) A Helium regulator with shut-off valve, tubing and necessary fittings for instrument installation; and 3) Initial operating supplies, including glassware, chemicals, lab supplies, sample handling tools, calibration standards, spares, and maintenance parts for a minimum of 1000 sample runs. All Items shall be delivered to the U.S. EPA, 26 W. MLK Drive, Cincinnati, OH 45268. F.O.B. point shall be destination. Price quotes shall include any shipping charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
