- The U.S. Coast Guard intends to procure program analysis services to measure the effectiveness of NASCAR sponsorship in regard to media exposure and public visibility. (SEE NOTE 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to Joyce Julius Associates Incorporated, 1050 Highland Drive, Suite E, Ann Arbor, MI 48108. SCOPE: Please Statement of Work (below). MEASURING THE EFFECTIVENESS OF NASCAR SPONSORSHIP IN REGARD TO MEDIA EXPOSURE AND PUBLIC VISIBILITY Equating a dollar value comparable to standard advertising rates to appearances and mentions of ?Coast Guard? in conjunction with its NASCAR Busch Series sponsorship Statement of Work 1. Objectives a. Develop a total program analysis measuring the audience reach of the U.S. Coast Guard?s NASCAR Busch Series sponsorship program on a national, regional and local level during the 2005 season. b. Develop a value by measuring the total audience reach and gross impressions created by the team sponsorship. In this study, a value will be assigned to each exposure vehicle within the program. c. Establish a standard by which the U.S. Coast Guard can comparatively evaluate their 2005 NASCAR Busch Series team sponsorship program. 2. Tasks -- The contractor shall undertake the following monitoring and evaluation of the U.S. Coast Guard?s team sponsorship program during the 2005 NASCAR Busch Series season: a. National Event Broadcasts The contractor shall monitor and isolate the U.S. Coast Guard?s exposure from all 2005 NASCAR Busch Series event broadcasts. b. NASCAR Busch Series Pre-Race Programming The contractor shall document the U.S. Coast Guard?s exposure time, mentions and value from qualifying coverage. The NASCAR Busch Series receives pre-race programming during approximately one-half of their 35 events. c. NASCAR Busch Series Qualifying Programming The contractor shall document the U.S. Coast Guard?s exposure time, mentions and value from qualifying coverage. The NASCAR Busch Series receives qualifying coverage for each of their 35 events. d. NASCAR Highlight Shows Package The contractor shall monitor for the following motorsport ?highlight shows? for U.S. Coast Guard exposure: - Wind Tunnel - Trackside Friday Night - NASCAR This Morning - Totally NASCAR - NASCAR Tech - NASCAR Victory Lane - Speed News - Inside Nextel Cup - NBS 24/7 - Speed News, NASCAR Edition e. Television News Coverage National and Local Television News Coverage The contractor shall monitor nationally televised news broadcasts, as well as special programming for U.S. Coast Guard exposure. In addition, nationwide local news, as well as event market television news coverage will be monitored throughout 2005. f. National Radio The contractor shall monitor all national (MRN and PRN) NASCAR Busch Series race broadcasts and document the U.S. Coast Guard?s exposure. g. Internet The contractor shall monitor and document U.S. Coast Guard exposure resulting from identity appearing in text on the Internet. h. On-Site The contractor will evaluate the U.S. Coast Guard?s on-site exposure vehicles from all NASCAR Busch Series events. Included are such on-site and off-site sources as programs, press materials, static product displays, kiosks and premium items (hats, T-shirts, souvenir cups, etc.) will be evaluated. i. Mobile & Appearance Sources The contractor will track the following sources for the U.S. Coast Guard?s sponsorship exposure: Over-the Road mileage (team and show-car transporters) Appearances Appearance-giveaways j. Print Media The contractor shall document the print exposure the U.S. Coast Guard receives from U.S. daily newspapers/publications, as well as magazines and trade publications. 3. Deliverables a. The contractor shall deliver the race report, pre-race report, and qualifying report NLT 10 business days following the event telecast. b. The contractor shall deliver the remaining reports (2.d through 2.j above) on a monthly basis and NLT the 15th day of the month beginning with February 15, 2005. 4. Period of Performance a. The period of performance of this order is January 1, 2005 through December 31, 2005 Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
