Description
This is a combined synopsis/solicitation for commercial services in accordance with FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. Solicitation Number NCND6-5-10 is issued as a request for quotation and is solicited under full and open competition. The NAICS Code is 541430. Through his Preserve America executive order (E.O. 13287), President Bush has called on the National Oceanic and Atmospheric Administration (NOAA) and other federal agencies to step up efforts to inventory, preserve, and showcase federally-managed historic cultural ?heritage? resources and foster heritage tourism in partnership with local communities and the private sector. As the nation?s oldest scientific agency, NOAA has in its care a wealth of resources that recall the agency?s proud history and dedicated service to the nation. Such resources include maps, charts, photographs, books, scientific instruments, and other artifacts ? some centuries old. NOAA is already working to preserve our heritage resources ? from historic maps and charts to buildings and shipwrecks ? and make them accessible to the public through innovative programs and partnerships. NOAA is committed to meeting and exceeding the goals of the Preserve America Initiative and to that end will develop and promote an education and outreach exhibition, special activities, and educational materials centered around NOAA Heritage Week scheduled for February 7-11, 2005 to showcase NOAA artifacts and heritage. The Heritage Week Committee requires the services of a contractor who can ?do-it-all? in the short time frame allotted. The contractor shall provide exhibit design services from concept to final design; build and assemble the actual exhibit on site at NOAA?s campus in Silver Spring, Maryland; recommend, design, and produce educational materials specific to enhancing the Heritage Week experience for NOAA employees; produce the necessary materials that will inform NOAA employees, the community at large, and invited partners and guests of NOAA?s Heritage Week activities. Some of these materials require graphics layout, design, and production services. The Period of Performance shall be from Date of Award through February 16, 2005. The resulting purchase order shall be negotiated on a firm fixed price. The award will be made on a best value basis. Best value evaluation factors include the following: 1) Approach ? The likelihood of effectively meeting the requirements; 2) Past Performance ? The relevancy and quality of prior performance; 3) Price ? The amount, realism and consistency of the evaluated price. An adjectival method shall be used to rate each factor: Outstanding = 4, Good = 3, Adequate = 2, Marginal = 1, Unsatisfactory = 0.The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2001-27. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items ? The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following additional FAR clauses are applicable to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans for the Vietnam Era; 52.232-1, Payments; 52.232-33, Payments by Electronic Funds Transfer ? Central Contractor Registration; 52.249-2, Termination for Convenience of the Government (Fixed) (Price) (Short (Form). Interested contractors are invited to review the attached Statement of Work entitled ?NOAA Heritage Week Exhibition and Educational Outreach Activities? dated January 5, 2005 and submit a price quote which includes capabilities information, active CCR information (www.ccr.gov , DUNS number and Cage Code) and Offeror Representations and Certifications to the address above for evaluation, to be received no later than January 12, 2005.
