Description
Anticipated commercial work by the Electronic Proving Ground. EPG anticipates providing services to commercial entities under the provisions of Title 10 of the United States Code, section 2681. The general nature of the anticipated commercial work i s as follows: 1. ENVIRONMENTAL TESTING: Testing of equipment/systems that may be exposed to environmental extremes, or conditions conducive to fungus development. The testing consists of exposing the equipment/systems to the extremes expected, under con trolled conditions. 2. ANTENNA PATTERN MEASUREMENTS: Using actual or full-scale models of equipment that will have various antennas mounted, patterns are taken of the antennas performance in an open air environment. 3. C4ISR SYSTEM TESTING: Testing of C4ISR systems in a virtual and open air environment to ensure stated specifications are met and full-scale integration is possible Realistic Battlefield Environments (RBE) is provided using commercial and military systems. The virtual environment is a Vir tual Proving Ground that incorporates EPG developed software programs such as STARSHIP, ORION, and DCARS, which will be enhanced to accommodate the Future Combat System (FCS). Logistical support of systems and ancillary equipment such as Mobile Electric P ower (MEP) and Tactical Vehicles is also provided. 4. GLOBAL POSITIONING SYSTEM (GPS) ANALYSIS: Complete analysis of GPS systems and equipment/systems with embedded GPS capabilities are tested in a virtual and open air environment. Testing is performed us ing simulators or the actual satellite constellation. 5. HUMAN FACTORS ENGINEERING/RELIABILITY, AVAILABILITY, and MAINTAINABILITY (HFE/RAM): Equipment/systems are tested to ensure they can be effectively operated and maintained in the intended military en vironment. 6. METEOROLOGICAL INFORMATION: Meteorological information to include upper air and surface data are provided from one fixed and 11 remote sites located at the Fort Huachuca, AZ and surrounding area. General forecasts and specialized forecasts are available on a 24 hr/day basis. Specialized services such as atmospheric scintillation, aerosol density, solar and geophysical forecasts and advisories, and transmissivity of laser energy are also available. 7. OPEN AIR RANGE TESTING: A fully integ rated open air test range with communications, precision tracking radar, surveillance radar, telemetry, multilateration tracking system, interactive control and display systems, and data reduction and analysis capabilities, provides data on ground and airb orne platform performance and their associated payloads. Military aircraft and tactical vehicles are available to carry payloads. For tests that require it, there is 1000 sq. mi. of restricted airspace to FL300, which can be activated. 8. EMI/EMC TESTI NG: Perform electromagnetic interference/compatibility tests in accordance with MIL-STD-461/462, RTCA-DO-160, MIL-STD-464, and other national/international standards. Tests are done on electronic equipment and systems to determine its contribution to and impact from the RF environment in which it operates. Portable instrumentation is available to conduct tests at remote locations. 9. ELECTROMAGNETIC ANALYSIS: Provide automated C4ISR data collection, analysis, stimulation/simulation; models and simulat ion for spectrum analysis, for frequency supportability analyses, and for EMC/EMV analysis in a combat environment (including an integrated family of graphically-oriented engineering analysis programs focusing on the areas of modeling and simulation, syste m stimulation, equipment testing, test support, and operational planning of contemporary and future C4ISR systems to include the FCS). 10. RAPID PROTOTYPING AND FABRICATION: Provide a quick response to immediate needs for the design and fabrication of C 4I related operations centers, both mounted and dismounted, and preparation and modification of the associated shelters. Prototyping and Fabrication includes t he design of the associated C4I systems. Follow on maintenance and training is also available on site at Fort Huachuca, AZ, Fort Lewis, WA, and at Fort Hood, TX. 11. COSPAS-SARSAT BEACON CERTIFICATION: Formal certification is available for all beacon t ypes and for all protocols (user and location). EPG will use GPS Data/Simulation for testing self-locating beacons. Antenna characterization and system characterization can also be performed. 12. INFORMATION ASSURANCE (IA) TESTING: Perform IA testing in accordance with DITSCAP requirements (DODI 5200.40, DoD Information Technology Security Certification and Accreditation Process). The system under test (SUT) is scanned for vulnerabilities using the most current and complete tools available. All vulne rabilities discovered are then exploited to determine its effects on the SUT. Fixed are incorporated to eliminate the vulnerabilities, and a retest is performed to assure the vulnerabilities have been eliminated. Private sector entities are invited to su bmit expressions of capability to perform services of the same general nature as listed above. This information will be maintained in a file and made available to prospective customers for their use in determining if private sector enterprises may be able to satisfy their requirements.
