Description
The United States Property and Fiscal Office for New York is considering whether or not to set aside and acquisition for HUBZone Certified Concerns. The estimated value of this procurement is between 1 and 5 million dollars. The applicable NAICS Co de is 488190, with a small business size standard of $6,000,000. The proposed acquisition requires the contractor to perform interior and exterior Aircraft Wash Services on the C-5 Galaxy Aircraft as described within a Government provided Performance Work Statement (PWS). Services will be performed on site at the 105th Airlift Wing New York Air National Guard Base located at Stewart Airport, Newburgh, New York. The proposed contract type is firm fixed price. The proposed contract period is one (1) base year, with four (4) one-year option periods to be exercised at the discretion of the Government. At the present time, the solicitation is expected to be issued as a small business set aside. However, if your firm is a HUBZone Certified Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Mark.Walsh@ny.ngb.arm y.mil or by fax to (518) 786-4985. In your response you must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by Janu ary 14, 2005. Contractors are reminded that should this acquisition become a HUBZzone set aside, FAR 52.219-3, Notice of Total HUBZone Set-aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set-aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone Small Business set-aside or on an unrestricted basis, will be posted in FedBizOpps website at http://www.eps.gov.
