Description
This project is located entirely within Coos County on the southern coast of Oregon. The project begins approximately one mile beyond the ends of the ocean jetties as a channel 47 feet deep and 700 feet wide. The channel then gradually decreases to 37 feet deep and 300 feet wide at River Mile 1 for a distance of 8 miles. At RM 9 the channel widens to 400 feet and continues to RM 15; it then decreases to 22 feet deep and 150 feet wide until RM 17. An anchorage 37 feet deep, 800 feet wide and a 1,000 feet long is authorized at Empire, Oregon at approximately RM 5.5. A turning basin 37 feet deep, 800 feet wide and a 1,000 feet long is located at the City of North Bend (RM 12); and a turning basin 1,000 long, 37 feet deep and 700 feet wide at Coal Bank Slough (RM 14.7) are authorized. Charleston channel begins in deep water at approximately RM 2 on the main Coos Bay channel and is 17 feet deep and 150 wide for a distance of 3,200 feet; and then is 16 feet deep to the state highway bridge, a distance of 3,600 feet. Charleston Channel includes a 400 foot long access channel toward the mooring basin (maintained by local interest) and a turning basin 900 feet long by 180 feet wide; both 16 feet deep. The access channel begins about RM 0+37 and the turning basin extends upstream on the west side. The required dredging depth shall be -38 feet MLLW with an allowable advance maintenance depth of -39 feet MLLW. Estimated available maximum volume is unknown at this time, but is expected to be over 500,000 cub ic yards with all material to be placed within the boundaries of in-water site H. Disposal for Charleston channel will be in either site F or G. In-water work shall begin on or about 15 July 2005 with a construction period not to exceed 30 Septemb er. Exact dredging locations will be determined based on funding and predredge survey. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. For this project the person that will act as the SSHO is required to have a minimum of 3 years safety work with simil ar projects and a 30 Hour OSHA construction safety class, or equivalent, taken within the last 3 years. The SSHO may have other duties for this work that include being the Contractor on-site Project Manager and/or the on-site CQC Manager or other responsi ble individual.
