- THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 Market Research. The US Coast Guard (USCG) issues this RFI regarding navigational ocean buoys for market research, informational, and planning purposes only. The USCG is searching for designers, vendors, and/or manufacturers interested and capable of providing designs, specifications, and prototype(s) for a navigational ocean buoy that will potentially replace a significant percentage of USCG?s current class of approximately 1,400 steel ocean buoys. The intent is for this new buoy to provide at least equivalent performance to the current 8x26 buoy, but at a reduced total ownership cost. The new buoy shall serve as a platform to support a self-contained light emitting diode (LED) light signal package (approximately 50 pounds) at a focal height of approximately 15 feet. It shall also provide radar reflectivity, a visual daymark, and lateral shape significance. It shall be used in exposed environmental conditions, including areas of extreme weather, wind, wave, and current speed, and shall be subject to collisions with passing vessels. Mooring depths shall be between 25 feet and 250 feet. It shall be deployed and retrieved by USCG 225-foot WLB class and 175-foot WLM class buoy tenders (working load limits of 40,000 lbs and 20,000 lbs respectively). The signal package which the buoy supports shall be serviced periodically by USCG personnel while the buoy is afloat on station. The buoy shall therefore require a means for the servicing personnel to climb up and access the signal equipment, and it shall need to support at least two of these personnel and their equipment (minimum of 450 lbs total) while remaining stable. Maintenance, disposal, or recycling of the buoy is intended to be through means currently available to the USCG, unless a more beneficial means is proposed. The total ownership cost of the current 8x26 buoy is estimated to be $22,000. This USCG?s total ownership cost includes initial purchase in year 0; three shore side overhauls (blasting, metalwork, repainting) in years 6, 12, and 18; and disposal in year 24. Respondents interested in pursuing this work for the USCG should submit information which clearly describes the company?s (a) capabilities, (b) standard product lines including navigational ocean buoys of a type customarily available in the commercial marketplace or modified to meet the USCG?s needs, (c) estimated rough order of magnitude per the design and unit, (d) estimated delivery time once ordered, (e) customary practices including warranty (if any) and discounts, (f) availability of the ocean navigation buoys that contain recovered materials, (g) major customers, and (h) any other information that your company feels is pertinent to this acquisition. In addition, firms who wish to respond to this RFI shall include their business size in accordance with NAICS Code 332313/321999 (NAICS Code will be selected prior to the solicitation being released), Dun and Bradstreet number, and any other Government contracts held including GSA Schedule should they hold one.The primary focus in this submittal should be on areas related to the work described in this RFI. If the company believes that items in its standard product line would meet the need described in this RFI, relevant product literature may be included in the submittal. There is no bid package or solicitation document associated with this announcement. This request for information does not constitute a commitment, implied, or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor?s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
