Description
C?Architect-Engineer Services for the Chaland and Pelican Island Projects, Gulf of Mexico, Louisiana This is an amendment to a previously advertised Sources Sought/Notice of Intent to Negotiate with One Source. The original synopsis was posted in the Fedbizopps on February 24, 2004 under Solicitation Number: NFFKH300-4-00009JMJ. The original posting is listed below. The original Sources Sought/Notice of Intent to Negotiate with One Source is amended to add the requirement for additional engineering and design services for the Chaland and Pelican Island Projects which may be required due to delay in the project construction. The project has been delayed, due to circumstances beyond the government?s control, for approximately one year. The Government may require changes or updates to the original design documents due to changes in the conditions of the construction sites. As stated in the last paragraph of the previously advertised announcement, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government, for the requested work and services, namely, Design services for the Chaland and Pelican Islands, Gulf of Mexico, Louisiana. Any interested firm should submit in writing the information requested in the last paragraph. Detailed information must be submitted to the U.S. Department of Commerce, NOAA, 1756 Federal Building, 601 East 12th Street, Kansas City, Missouri 64106, ATTN: Jennings by close of business January 24, 2004. NFFKH300-4-00009JMJ C?Engineering Services During Construction for the Chaland and Optional Pelican Island Project, Gulf of Mexico, Louisiana Sources Sought/Notice of Intent to Negotiate with One Source. This is a notice of intent to negotiate and award a sole source contract with Coastal Planning and Engineering, Inc. (CPE), 2481 Boca Raton Blvd, Boca Raton, FL 33431. CPE is the current onboard designer and has been identified as the only source that can provide in-depth Engineering Services during the Construction of the Chaland and Pelican Island Restoration Project. The Government intends to solicit and negotiate with CPE under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements unless, as a result of this announcement, acceptable response to this notice are received, and a determination is made by the Government to issue a competitive solicitation. The Department of Commerce, NOAA/CASC is seeking to identify sources that are uniquely qualified to provide for the engineering services required during the construction of the aforementioned project. As the designer of the Chaland and Pelican Island Restoration project, CPE has intimate knowledge of the project and a substantial duplication of cost to the Government is not expected to be recovered through competition process. This synopsis is not considered a request for Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. for future procurements. Any interested firm should submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the required engineering services and unique qualifications with regard to the project. The following are the criteria that must be addressed in the response for consideration: 1) Interested parties must be a licensed engineering, design, and science firm and must be experienced in the field of coastal engineering; 2) A list of licensed disciplines within the firm qualified in coastal planning engineering; 3) Information must be furnished which would demonstrate in-depth experience including previously designed projects, project size and point of contact/phone number within the government for verification purposes. If no affirmative written response is received, the negotiations and subsequent award of a contract will commence based on this notice and is solely within the discretion of the Government. Detailed capabilities must be submitted to the U.S. Department of Commerce, NOAA, 1756 Federal Building, 601 East 12th Street, Kansas City, Missouri 64106, ATTN: Jennings, by close of business March 23, 2004.
