Description

NA--The Government intends to award a sole source supplemental modification under Contract No. DACA83-03-C-0003 with Robert & Company (RAC) for the final design of FY05 Clear Water Rinse Facility (CWRF) at Hickam Air Force Base, Oahu, Hawaii. RAC is currently designing the Hydrant Fuel System (HFS) and Strategic Airlift Aircraft Ramp (Strat Ramp) at Hickam Air Force Base under the aforementioned contract. The proposed supplemental modification will add the following to the scope of work: (1) completio n of the final design for CWRF; (2) separation of the Strat Ramp design to create a separate piece that will be connected to the CWRF; and (3) development of a single design that integrates the separate Strat Ramp piece with the CWRF. The integration of tw o projects (Strat Ramp and CWRF) will provide for the following technical advantages: (1) RAC must redesign the Strat Ramp into 2 pieces, one to be integrated with the CWRF to create a single project, and the other to remain with the HFS package; (2) the C WRF will tie-in to drainage and power systems designed by RAC for the Strat Ramp project; and (3) RAC has the expertise to design a blast barrier that is needed to protect aircraft on the CWRF from engine run-up blasts from aircraft on the Strat Ramp. Prod ucing a homogenous design by combining the Strat Ramp with CWRF requires expertise that is unique to RAC, and will reduce pavement and excavation costs. Any interested contractors shall respond by February 24, 2005. See Note 22.
