Description
THIS IS A NOTICE OF THE GOVERNMENTS INTENT TO AWARD ONE SOLE SOURCE ACTION. Under the authority of FAR 6.302, the Government intends to award one sole-source action to R&M Consultants to provide civil/structural design services under their existing indefinite delivery contract by increasing the contract value from $4,500,000 to $5,500,000. The design services for the current task orders are deemed to be available only from the original source of this contract for the continued provision of highly s pecialized services currently under design when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling t he agency's requirements for pending AE actions. Any project designed for construction under this contract will be competed. If an AE is interested and believes they are capable of performing this work, they are invited to submit their letter of interest along with an outline of their qualifications (SF330), addressing knowledge or experience of the instant procurement or methodology to provide the designs without unacceptable delays or duplication of costs. All responders are advised that this project m ay be cancelled or revised at any time during the solicitation, evaluation, negotiation and final award. A determination by the Government not to compete this proposed contract action is within the discretion of the Government. 1. CONTRACT INFORMATION: This acquisition will be conducted under NAICS Code: 541330. The small business size standard for this code is $4,000,000.00. This announcement is open to all businesses regardless of size. If a large business is selected for t his contract, it must comply with FAR 52.219 9 regarding the requirement for a subcontracting plan for that part of the work it intends to subcontract. The FY05 subcontracting goals for this contract are a minimum of 57.2% of the contractors intended subc ontract amount be placed with small businesses, 8.9% of that to small disadvantaged businesses, 8.1% to woman owned small businesses, 3.0% to veteran-owned small businesses, 3.0% to service disabled veteran-owned small businesses, and 3.0% to HUBZone smal l businesses. The subcontracting plan is not required with this submittal. This shall be an indefinite delivery firm fixed price type contract. The contract limit is $1 million. For firms who wish to provide submittals based on the qualifications below and that can meet the project criteria by addressing the knowledge or experience of the instant procurement, or methodology to obtain the information without unacceptable delays or duplicative cost; the submittals must be received at the address indicated above no later than 2:00 p.m. Alaska Time by the date indicated above. Any submittals received after this date will not be considered. To be eligible for contract award, a firm mu st be registered in the DoD Central contractor Registration (CCR). PROJECT INFORMATION: The AE shall have sufficient staffs, flexibility, and capability to be available on an as-needed basis. Typical types of services to be provided are design of new structures; the renovation of existing structures, conduct site vi sits; perform seismic analysis (in accordance with FEMA 302 and 303, 1997 Edition NEHRP Recommended Provisions for Seismic Regulations for New Buildings and Other Structures) and evaluation of existing b uildings (in accordance with FEMA 310, Handbook for the Seismic Evaluation of Buildings-A Prestandard); perform wind and snow loads analysis (in accordance with ASCE 7-95, Minimum Design Loads for Buildings and Other Structures); perform bridge design; pre pare evaluation reports; site layout; area grading; landscaping; parking lot design, road design; intersection design; water and sewer service design (utilidor or direct bury); and provide construction phase services. Arctic design experience is required either in-house or provided by a subcontractor. The firm must demonstrate ability to provide CADD formulated drawings and use MCACES-Gold (estimating system) for all projects and in addition use the DR. CHECKS via modem for Army projects. MCACES-Gold and DR. CHECKS programs shall be furnished by the Government (hardware required for DR. CHECKS: IBM compatible, 486 computer and a 20MB hard drive with 640K memory.) LOCATION: Primarily Various Locations in Alaska. 3. SELECTION CRITERIA: The following selection criteria headings are listed in descending order of importance (first by major criterion and then by each subcriterion). Criteria A-F are primary selection criterion. (A) professional personnel in the follo wing disciplines: (1) minimum in-house requirements are 2 registered civil/structural engineers each with 5 years post-graduate experience with the structural engineer having at least 5 years of structural engineering design experience; (2) disciplines whi ch may be subcontracted: architectural, mechanical, electrical, landscape, specification writer, estimator, and asbestos/lead/HTRW. Responding firms MUST address each discipline, clearly indicate which shall be subcontracted, and provide a separate SF330 for each subcontractor necessary. The contractor shall employ, for the purpose of performing that portion of the contract work in the State of Alaska, individuals who are residents of the State, and who, in the case of any craft or trade, possess or woul d be able to acquire promptly the necessary skills to perform the contract. (B) specialized experience and technical competence in: (1) general civil design relating to building siting and layout; (2) structural and seismic design experience; (3) road/pa rking lot design; (4) landscape design; (5) water and sewer piping design; (C) knowledge of locality: (1) demonstrated arctic or cold regions design experience. (2) availability of AE staff to meet frequently with Corps personnel in the Alaska District Co rps of Engineers' office in Anchorage and ability to mobilize staff to Alaskan project sites on relatively short notice; (D) capacity to maintain schedules and accomplish required work on three simultaneous delivery orders; (E) past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with schedules; and (F) sustainable design using an integrated design approach and emphasizing environmental stewardship, especially energy and water conservation and efficiency; use of recovered and recycled materials; waste reduction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; and development of healthy, safe, and productive work environments The evaluation will consider projects performed by the prime firm and consultants that demonstrate these sustainable design principles and the qualifications of the key personnel that demonstrate their experience and training in sustain able design. Criteria G-I are secondary and will only be used as 'tie-breakers' among technically equal firms. (G) location of the firm in general geographical area of the projects; (H) extent of participation of SB, SDB, historically black colleges and u niversities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort; and (I) volume of DOD contract awards in the last 12 months as described in No te 24. 4. SUBMISSION REQUIREMENTS: (5) SUBMISSION REQUIREMENTS: Firms submitting their qualifications should provide ONLY 1 copy and must include the following additional information as indicated: a) Part I, block c (11): include if previously worked with subcont ractor and estimated percentage involvement for each team member; b) Part I, block 19: include separate values for professional fee and construction in block (3) for each project identified; c) Part I, block F (24): include separate values for professional fee and construction for each project identified; and d) Part I, block H(3): address how your team meets each selection criterion. Include an organization chart of the key personnel to be assigned to the project. The 6/04 edition of the SF330 MUST be used , and may be obtained from the Government Printing Office at: http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?, or from commercial software suppliers for use with personal computers and laser printers in both Adobe Acrobat PDF and Form Flow formats. Part I-H of the SF 330 describes the firm's overall Design Quality Management Plan. A detailed contract-specific Design Quality Management Plan, which includes quality control and quality assurance plans, must be prepared for Government approval as a condition of contract award, but is not required with this submission. Part I and II of the SF 330 must be submitted. Submittals must be received at the address indicated above not later than COB (2:00 p.m. Alaska time) on the above response date. Any submittals rec eived after this date will not be considered. Note regarding hand carried submittals, express mail or mail delivered commercially: If a firm does not have a current pass to gain entry to the base, the firm must request a day pass to deliver the submittal b y using the following procedures: Two (2) work days prior to delivery, the firm must provide the solicitation number, name of person or persons delivering the proposal, and name of employer. This information must be faxed to 907/753-2544 or forwarded elect ronically to the POC identified herein. This will be a day pass only. All passes are issued at the Boniface Gate, Elmendorf AFB only. Each driver must provide a valid drivers license, proof of current insurance, current IM certificate, and current valid ve hicle registration. Requests forwarded after this date will not be considered. No additional information shall be provided, and no faxed submittals shall be accepted.
