- 334290-CLOSED CAPTION DISPLAY UNITS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price quotations are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 26. This solicitation is under the Simplified Acquisition Procedures for Small Business-Small Purchase Set-Aside. This acquisition is a total small business set-aside. Responses are due on or before February 10, 2005. The North American Industry Classification System code is 334290 and the related small business size standard is 500 employees. The National Park Service has a requirement for Closed Caption Display Units CC2000 or equal, with four-line display using 1.2" and 1.5" high LED characters, inclusion of a cooling fan, that includes the following salient characteristics: video input level: 1.0 volt nominal (range .75 to 2 volt) with AGS; video output level: 1.0 volt; video input type: Standard Definition NTSC video with line 21 closed captioning, EIA 608 standard; control input: low voltage terminals for external blanking; LED color: green; LED dimming: four stage (minimum); operating temperature range: 32F to 160F; operating humidity: 85 percent relative humidity at 150F. The Closed Caption Display Unit must include a dimmer switch to control LED brightness. The above listed characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the offeror is quoting on an "equal" product, the brand name, if any, of the product to be furnished shall be inserted in the proposal. The determination as to equality of the product will be the responsibility of the National Park Service and will be based on information furnished by the offeror. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation and reasonably available to the National Park Service. To insure that sufficient information is available, the offeror must furnish as a part of the quotation all descriptive material (such as cuts, illustrations, drawings and other information) necessary for the National Park Service to determine whether the product meets the salient characteristics of the requirement. If the offeror proposes to modify a product so as to make it conform to the requirements of this announcement, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications. A one-year contract with two one-year options is anticipated. Year 1 will contain a minimum guaranteed purchase of one unit and a maximum limitation of 16 units. Year 2 will contain a minimum guaranteed purchase of one unit and a maximum limitation of 16 units. Year 3 will contain a minimum guaranteed purchase of one unit and a maximum limitation of 16 units. Provide unit pricing for three years, a production unit (not a prototype or custom built unit) for evaluation and testing and warranty information. Destination - - FOB. Delivery - 30 days after receipt of individual Delivery Order. All quotations shall be received no later than 4:00 p.m., EST, February 10, 2005, and must be clearly marked with Request for Quotations Number Q1191050016.
