Description
This is an amendment to extend the due date to January 19, 2005 at 3:00 p.m. No offers will be accepted after that time. The questions and answers opportunity have closed and the responses to those questions are as follows: 1. How long is the conference expected to last?(days) A. 1 day 2. What are the expected start and end times? A. Approximately 8:00-5:00 3. What is the estimated number of presenters and/or exhibitors for this conference? How many people will be attending from outside the D.C. Metro Area? A. 5-15 people 4. Is there a specific location where the conference will be held? A. DC metro area, preferably near a subway stop. 5. What style setup is ideal for this group? A. Classroom 6. Is it possible to hold the conference at the same hotel where the participants will be staying? A. Yes 7. Will the conference participants be expected to attend meetings at the Suitland office while attending the conference? A. No 8. How many rooms are needed for the conference? A. One conference; 5-15 hotel rooms 9. Will there be breakout sessions? How many? A. No 10. Who are the participants? Where will the participants be traveling from? What percentage of the participants will be traveling from the West Coast? A. The participants are users and stakeholders of the Census Bureau’s intercensal estimates. Most of the participants will be from the DC metro area. There may be 2-3 participants from the west coast. 11. Should the proposed budget cover participants’ traveling costs and accommodations or will the participants be paying for their own travel and lodging costs? A. Budget should include travel costs, hotel room, subsistenance. 12. Is the contractor expected to provide any stipend to the presenters and other attendees? A. No 13. Will the contractor have the responsibility to establish the registration fee and management of exhibitor space and presentations? Will the contractor have the responsibility to establish a contract with and exhibition firm? A. No registration fee 14. Will the contractor have the responsibility to establish the participant’s registration fee? A. No registration fee 15. Is the contractor responsible for cost incurred relating to the hotel facilities, AV requirements, food and beverage, and travel? A. Yes, all costs. 16. What is Meeting Data User’s Needs? Is this an established US Census Bureau program, policy or procedure? The Estimates and Projections (E&P) Area of the Population Division is reviewing their current products and methodologies with various data users. The questions are: Is the E&P area providing the data that are wanted and when they are wanted; for what particular changes/enhancements are users looking; what effect will any changes have on currently mandatory products. A. No, this is not an established Census program, policy, or procedure. The intercensal estimates are an established product. But there is no regular assessment program of users’ needs. 17. How many people are on the conference staff and how many meetings should be included in pricing? A. Census contacts are 3-4 people. 18. As a small business how can a contractor be expected to present a proposal to meet these criteria and at a fair fixed price without inside knowledge of the Census Bureau’s policies and procedures? A. Knowledge of the U.S. Census Bureau’s data and products is desired but not required. 19. Will the contractor be responsible for paying for the hotel accommodations and getting reimbursed by the Census Bureau? A. Yes Is there a ceiling on these costs? A. The ceiling is the competition involved that will be evaluated. 20. Is there an established procedure and format to follow in completing the documentation of the proceedings? A. No 21. Will there be support of the Census Bureau staff in editing and publishing the final report? A. Yes 22. Who will pay for revision iterations and delays as the result of Census Bureau staff reviews and revisions? A. This should be planned and built in to your proposal. 23. Does the Census Bureau currently have a contractor providing meeting facilitation services? If so, who is the contractor? Did a contractor provide similar support for the Census Bureau's Fall meeting? Are the proceedings from the Fall meeting similar to the proceedings required for this meeting? Are the proceedings from the Fall meeting available for review? A. There is no contractor currently providing meeting facilitations services. A contractor did provide support for the fall meeting. The proceedings are available upon request. 24. In addition to contractor labor costs, are other direct costs to be included in our proposal (e.g., meeting facility, audio/visual, printing and mailing, conference supplies, travel for participants, etc.) A. Yes 25. Does the Census bureau anticipate that the contractor will establish an electronic registration process for the meeting? A. No 26. Objective 3 requires that "The contractor shall have knowledge of: Estimates methodology, data sources, use of administrative records, the use of estimates in both the public and private sector including government funding, city/regional planning, and identify appropriate persons from all levels of government, the private sector and research arena. Does the government currently maintain data bases of potential attendees or will the contractor be developing new sources. In addition, please clarify the phrase "estimates methodology" to explain the types of estimates (e.g., number of participants) and the type of methodology or outcome the government expects. Estimates methodology refers to the mathematical steps using various input data to produce population and housing unit estimates at different geographic levels. Population estimates also includes persons by age by sex by race by Hispanic origin. Census expects documentation of the proceedings discussing the pros and cons of the different methods and input data. 27. Objective 4 requires the contractor to coordinate arrangements for travel for outside participants. Will the contractor be paying for any travel for outside participants? Will the contractor be required to assist outside participants with their travel arrangements, or only provide hotel and local transportation information to outside participants? A. The contractor will pay the travel costs of outside participants. The contractor will determine the hotel to stay at. 28. Objective 5 requires the contractor to document the proceedings, draft a report for review, and publish a final report. Does the government want verbatim transcripts from the meeting to be transcribed or will the contractor provide technical writers to record and document the sessions and provide summary proceedings? What information (e.g., presentations, attendee lists, agendas, etc) will be included in the report along with the proceedings? Please provide an estimate of the number of pages anticipated for the final report? Please provide an estimate of the number of rounds of reviews and the number of reviewers (both inside and outside reviewers) who will be involved? A. The contractor will provide technical writers to record and document the sessions and provide summary proceedings. The report shall also include the list of attendees and presentations. The report should be available in hard copy and electronically. Census expects 200 hard copies of the report. 29. Objective 5 requires the contractor to provide an evaluation and recommendations to the US Census Bureau in the report on what steps to take. Please provide additional information on the type of evaluation and recommendations expected (eg., the structure and effectiveness of the agenda and forum or technical outcomes related to meeting data users' needs) A. The contractor will serve as a facilitator for the meeting. Although suggestions on how to facilitate a meeting more efficiently are welcome, the focus of the recommendation is the technical outcomes related to meeting data users’ needs. 30. Will the contractor be responsible for producing, printing and distributing the final report? Please provide an estimate of the number of copies of the final report that will be printed. A. The contractor is responsible for preparing and producing the report. The report should be available in hard copy and electronically. Census expects 200 hard copies of the report. 31. Does the Bureau expect the contractor to actually make hotel reservations or simply investigate appropriate hotels and provide that information along with the travel related information to the programmatic office at the Bureau. A. Contractor should make hotel reservations for the participants. 32. How many nights lodging will the participants need and what is the approximate number of attendees requiring lodging? A. 1 or 2 nights 33. What is the approximate number of presenters, will honoraria be paid to presenters and to what extent? A. There is no honoree for the presenters. 34. Is it a conference requirement to be held at a hotel (i.e could the contractor use the Ronald Regan Building/ International Trade Center or other conference venue)? A. Any venue is acceptable but should be accessible to the metro subway. If the venue is not the same hotel as where the participants are staying, getting the participants to and from the hotel and the meeting site must be factored in. 35. Does the Census Bureau require badging at the event? A. Census wants nametags. There are no needs for security badges. 35.. Are there any special security requirements for the event (armed security/local police)? A.
