Description
The Olympic National Forest, Washington, has a requirement for the construction of two bridges and three arch culverts for fish passage structures. The total budget amount for the five projects is $1,046,590.00. The projects, listed in order of highest priority to lowest priority, are; Tributary to the Middle Fork Salmon River Fish Passage (Culvert Replacement); Stevens Creek Bridge; Newbury Creek Culvert Replacement; Tributary To North Fork Calawah I (Bridge) and II (Culvert Removals); and Gold Creek Road Decommissioning & Conversion to Trail. The Government is prepared to proceed with the issuance of five solicitations, Request for Proposal (RFP), restricted to HUBZone small business concerns, except Newbury Creek Culvert Replacement, which is a total small business set-aside. Each contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the Government. It is anticipated that five contracts may be awarded. If funds are not sufficient to award contracts for all five projects, contracts will be awarded, which in combination, provide the best value to the Forest Service. This is the pre-solicitation notice for the Tributary to the North Fork Calawah I (Bridge) and II (Culvert Removals) project. This procurement is a HUBZone small business set-aside. If an acceptable offer is not received from a certified HUBZone small business concern, offers from non-HUBZone small business concerns will be considered. Non-HUBZone small business concerns may submit offers on, or before, April 15, 2005. Offers will be evaluated on; price; experience; and past performance. This project consists of: management of soil erosion and pollution devices; maintaining a traffic control plan; staking; excavation; bridge approach realignment and turnout construction. Removal and disposal of culverts: 9 ft. diameter x 61 ft.; 7 ft. diameter x 62 ft.; 36 inch diameter x 21.3 ft.; and 36 in. diameter x 10 ft. Sorting & hauling borrow for stream simulation Channel grading, filling scour pools and stream simulation. Riprap installation of the bridge channel slopes. Pile driving. Construct an 88 ft. single lane, pre-stressed, concrete girder bridge. Install bridge and approach rail. Seeding & mulching. Surfacing (asphalt & gravel). Haul excess material to disposal site. Contract will have a base item (bridge construction) and optional item (culvert removals). This project is located at three different mile posts along FS Road 2923060 (M.P. 1.5, 1.7 & 2.3). The bridge site is at MP 1.5. The pipe removals are at MP 1.7 and 2.3. The entrance to Rd 2923060 is 5 miles SW of State HW 101 along FS Rd 2923. This entrance to the Olympic National Forest is 29 miles northeast of Forks, Washington, and leads to the project site on the Pacific Ranger District in Township 29 North, Range 12 West, Sections 13, 14 & 15. The estimated start work date is July 01, 2005. The in-stream work window is from July 1st to October 15th. Construction is between July 1st and October 15th. The contract completion date is October 15, 2005. The Government estimate is between $250,000 and $500,000. Performance and payment bonds are required for this project. The proposed contract type is firm fixed-price. The applicable NAICS is 237310; Highway, Street, & Bridge Construction. The tentative date for release of the solicitation is on, or about, February 07, 2005. Offers are due on April 15, 2005. All responsible sources may submit an offer, which shall be considered by the agency. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
