- The National Institute of Environmental Health Sciences, Research Triangle Park NC, intends to award a sole source purchase order to Rigaku/MSC, The Woodlands, TX, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for a one (1) year service contract for an existing RAXIS IV: VD2560N/(2) AL-60 X-Stream System/RAXIS IV: SD2596N RUH3R: SD344603/Confocal. Service will include all replacement parts necessary to maintain the equipment in proper working order except for the following: computer system, water chiller system, rotating anode assemblies, lasers, belts, o-rings, hoses, bearings, magnetic cassette seals, filaments, ion tubes, lamps, fuses, oils and lubricants; all replacement parts necessary to maintain the X-Stream except the following: spare parts kit, rotary valve and rotary valve plate, helium charcoal filter, helium compressor gas, Jun-Air filters, charcoal filter cartridge in filter bank, piggy back filter, oil or water coalescing filter elements, particulate filter element, membrane filter, air mat, V-belt, oil, oil separator, oil filter, oil absorption filter element, fuses, air dryer maintenance kit, inlet filter element, filter separator, exhaust silencer element, cold head seals, the compressor service kit and the computer system; limited extended warranty on confocal optical system; up to two (2) service preventive maintenance visits plus emergency coverage as deemed necessary per year per contract period including all labor time, travel time, and living expenses for emergency or planned on-site repair; technical phone support; one cleaning and balancing for each rotating anode assembly (anode cup and parts not included); inspections and emergency repairs that arise from normal usage. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice to Elaine Shoaf at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of the date of this notice to determine whether a qualified source is more advantageous to the government, an order will be placed with Rigaku/MSC.
