- Notice Date: 12 January 2005 Contracting Office: U.S. Army CECOM, CECOM Acquisition Center, Fort Monmouth, NJ 07703-5008 Solicitation Number: W15P7T-05-R-L608 Response Due: 27 January 2005 Point of Contact: Robert Ballon, (732) 532-0723 E-Mail Address: Robert.Ballon@us.army.mil Description: The Project Manager, Defense Communications and Army Transmission System (PM DCATS), Fort Monmouth, NJ is conducting a market survey to locate potential sources for follow-on production of Voice Orderwire Control Device (VOCD), associated spare parts, an d depot support. Depot functionality must be in full operation by May 05 and the first hardware deliveries under the planned contract will be required to support upcoming fieldings beginning in May 05. The equipment is currently being supplied by TELEGRID Technologies, Inc., Livingston, NJ, CAGE 0SRV7, as ancillary equipment to the AN/USC-63 Multiplexer Integration and DCSS Automation System (MIDAS) program through a Government system integrator. A cop y of the VOCD System Specification is available upon email request to the Government POC listed above. The Government does not possess the necessary technical data for a source, other than the original equipment manufacturer, to remanufacture equipment an d perform support functions. The VOCD equipment procured on the planned follow-on contract must have the same physical and functional characteristics as that supplied by the current source in order to mesh into the existing logistics system and to insure full interoperability with e xisting fielded equipment without the cost and schedule impact associated with extensive retest. Equipment specified under the planned contract will be furnished on a Firm-Fixed-Price (FFP) basis. Depot support function under the planned contract will be f urnished on a Time and Materials (T&M) basis. Depot support function will include hardware maintenance and support for all fielded VOCD systems. Suppliers capable of furnishing the VOCD equipment and support must submit substantiating technical information to PM DCATS, Bldg 209, ATTN: SFAE-PS-TS-DCS (Robert Ballon), Ft Monmouth, NJ 07703-5509. Responses must include documentation such as specifi cations, test documentation and test results, as well as cost and schedule availability information which will demonstrate that the supplier can, in fact, supply the Government with VOCD equipment that will be physically and functionally interchangeable wi th the units from the previous supplier and in the timeframe required. The successful supplier may be required to warrant that the items supplied will satisfactorily perform when used for the purposes intended by the Government.
