Description
Contractor to furnish all labor, supervision, materials and equipment to renovate Restrooms, 114&115 of the Anderson Federal Building and Courthouse, Anderson, South Carolina. SCOPE OF WORK Contractor to furnish all labor, supervision, materials and equipment to renovate Restrooms, 114&115 of the Anderson Federal Building and Courthouse, Anderson, South Carolina. On site inspections may be made by contacting Grace Jackson (Assistant Director), at 803-765-5581 or Ronnie M. Kelley (Construction Representative), at 864-370-9294. Failure to visit the site before bidding does not relieve the Contractor of the responsibilities of this contract. Schedule This project includes the use of Government furnished material. Successful Contractor shall be provided a Notice of Award, but shall not begin work until a Notice to begin is issued. This Notice to Begin may follow the contract award by one month or longer. Under no circumstances shall the Contractor hold the Government liable for delays. The renovation shall have a sixty-day performance period of completion from the Notice to Begin. Liquidated damages shall be assessed at $150.00 for each day the work is not completed after performance period. Qualifications of the Contractor It shall be the Contractor?s responsibility to provide properly trained personnel for each and every craft performing work on this contract. Workmanship All work shall be coordinated and scheduled with the contracting officer (CO) or COR. The CO or COR has the right to reject any unsatisfactory or unsuitable material or workmanship. Any damage caused by the Contractor to the building(s), any of its contents or tenants shall be the responsibility of the Contractor to correct in a timely manner. Contractor shall schedule all painting, staining, varnishing, etc. for after normal building hours. Description of work for Women?s Restroom (Room 115) Remove existing acoustical ceiling leaving existing light fixtures. Remove existing floor tile. Remove existing door and frame. Furnish and Install new 36? entrance door and frame, complete with hardware and closer. Furnish and Install new floor tile. Remove all existing plumbing fixtures, stall partitions, entrance door and frame. Construct floor to ceiling stall partitions with doors for toilets. New walls shall be constructed with 5/8? water resistant (greenboard) sheetrock and metal studs. 25 gauge or heavier, 16? on center, filled with sound reducing, fire proof mineral wool batt 31/2? insulation. Openings shall be double studded with header walls. All joints, corner beads and edge molding shall be bed taped and sealed with two coats of primer. Partition doors shall be wooden louvered doors 36?w x 60?h x 13/4?. Doors shall have chrome hinges, Sargent lever locking hardware and coat hook. Floor penetrations needed to relocate toilet plumbing shall be core drilled. Plastic pipe shall not be allowed. All exposed water supply and waste disposal lines must be chrome plated. Contractor shall furnish and install two new toilet fixtures, (One handicapped), with seats and Sloan optima automatic on and off with manual override and low voltage wiring flush valves. All faucets shall be automatic on and off with low voltage wiring. Contractor shall furnish and install one laminated counter top with laminate two piece under skirting and two Kohler sinks. All fixtures shall have new shut off valves with all exposed piping chrome plated. Both sinks shall be piped from the existing domestic water supply line and waste line. All new domestic water lines shall be insulated. Furnish and install one mirror above sink counter top the total length of wall to top of marble. Furnish and install a new 36? entrance door and frame to match existing. Paint or stain door to match existing corridor doors. Contractor is responsible for removal, cutting and reinstallation of the marble around the interior and exterior of the entrance door to accommodate the upgrade to the existing 32? door to a 36? door. Entrance door hardware shall be a Sargent brass lockset with lever handles. Lock cylinder must be keyed independently and to the existing building master with two of each keys. Furnish and install new door closer. Relocate existing 2x4 lighting fixtures to accommodate new partition walls. Install new 2x2 fixtures with T-8 tubes and electronic ballasts in toilet stall and over sinks. Toilet stalls shall include each one Bobrick (B-3574) recessed s/s toilet paper dispenser with seat cover holder and trash receptacle, coat hook (Bobrick B-2116) and grab bars (Bobrick B-6206), in the handicapped stall. Install one Bobrick (B-362) semi-recessed s/s paper towel dispenser with waste receptacle. For 4? walls. Removable 12 gallon waste receptacle. All fixtures in ADA toilet stall, sinks and dispensers shall be installed to meet ADA requirements as specified by manufacturer. All existing painted surfaces such as windows, radiators, doors and frames shall be primed, sealed and painted with two coats, color to be approved by the CO or COR. Furnish and install wallcovering and border 15oz min.( Type and color to be specified and approved by the CO). Straight edge must be used to cut all seems. Furnish and install cove base (size and color to be, specified by the CO). All commode and sink models shall be Kohler. All fixtures and materials shall be approved by the CO or COR prior to purchase and installation. Furnish and install 2x2 T-8 fluorescent lights with electronic ballasts as specified. Recessed fluorescent fixtures shall be wired with flexible metallic conduit of approximately 1829mm [6?] in length. The flexible conduit shall connect the fixture to an accessible junction box above the ceiling or adjacent light fixture. Wiring in flex shall be considered as branch conductors. Light fixtures shall also be independently supported from the structural ceiling and not supported with the acoustical ceiling. Minimum conductor size shall be No. 12 copper and maximum No. 10 wire. Branch circuit wiring shall be type THW, THHN, THHW. Tap connectors with adequate temperature rating shall be used in lieu of branch circuit conductors if a higher rating is required for the fixture connection. Furnish and install new 2x2 revealed edge acoustical ceiling, including ceiling diffuser. Repair plaster walls where necessary and skim coat all existing walls. Prep all walls for wall covering with two finish coats of primer ADA Requirements All alterations and materials, made, furnished and installed in this contract must meet or exceed all current ADA requirements for the handicap. Responsibilities Contractor is responsible for obtaining all licenses and permits. All applicable codes shall be followed.. The Contractor should make every effort to visit the job site to acquaint himself with the existing conditions as there will be no price adjustments after award because the Contractor failed to acquaint himself with the site conditions. Contractor is reminded that OSHA may visit Government sites and may impose Fines and Penalties. No tools, cleaning equipment or supplies belong to GSA will be loaned to Contractor. Warranty and Guarantee All parts, work and material, supplied by the Contractor, shall be guaranteed for one year after acceptance by GSA (exclusive of Manufacturers warranty). Protection of Adjoining Areas The Contractor shall protect adjoining areas, sidewalks, roadways and pedestrian traffic from damage or injury. A ?poly? wall to prevent dust and debris from tracking through building should partition off Work area. Contractor shall clean work area daily to remove debris daily to include cleaning corridor outside of work area. The building cleaning staff is nit responsible for cleaning behind contractor. Areas shall be as clean as it was before project began, on a daily basis. Debris Removal Provide all labor, materials, and equipment required to clean and dispose of waste, dust, residue or spoil caused by work required in the work order on a daily basis or more frequently if deemed necessary by the Contracting Officer?s Representative (COR). Materials and items required to be removed but not permitted to be used in the contract work, and not to be stored, shall become the property of the Contractor and shall be removed form the building and premises after an inventory has been certified by the Government Representative. Before completing the work, the contractor shall remove from the work site and premises all rubbish, tools, scaffolding, equipment and materials that are not the property of the Government. Upon completing the work and before requesting final inspection, the contractor shall leave the work area in a clean, neat and orderly condition satisfactorily to the Contracting Officer. The dumpster on site is not for Contractor use. Working Hours The Contractor working hours shall be between 8:00AM and 5:00PM, in unoccupied space and after 5:00PM in occupied space, Monday through Friday. Due to Court schedule, Contractor may be forced to stop noisy operations and find it necessary to re-schedule this type of work after hours. All other hours shall be coordinated with the CO or COR no additional cost to the Government. Security All employees of the Contractor and Sub-Contractors shall be cleared, for security purposes, by the CO or COR to work on this project prior to starting. Upon award, Contractor shall submit attached Background Investigation form, Attachment, accompanied with a photo of the employee. Individuals, who do not pass the background investigation, shall not be permitted in the building. Prior to starting work, contractor shall receive written notification from the CO, of employees cleared to work on this project.
