- Description
- The U.S. Coast Guard Engineering Logistics Center (USCG ELC) has a requirement for the inspection and possible repair of Fairbanks Morse Centrifugal Pumps without motor, NSN 4320-01-154-5448, Fairbanks Morse P/N 5972-3IN, which are used onboard the U. S. Coast Guard (USCG) 378? WHEC Cutters. Only Original Equipment Manufacturer (OEM) replacement parts shall be utilized in the overhaul of these pumps. It is the Government?s belief that only the OEM?s parts possess the engineering and technical data capabilities to ensure proper form, fit and function. Potential sources desiring to furnish other than Fairbanks Morse parts are required to submit the following information: (1) Complete and Current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional and serviceability characteristics) or (2) Data that the offered parts have been satisfactorily manufactured for the government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirement. The Coast Guard does not intend to pay for information solicited. The submission of this data for review shall not impede award of a contract. The USCG ELC anticipates awarding a Requirements Type Contract with a base year plus four (1) year option years. The complete solicitation package shall also be available for download from FedBizOpps, at www.eps.gov on or about 14 February 2005. Be advised this date is?estimated? at best. Interested sources are encouraged to review FedBizOps daily until the solicitation becomes available. Firms interested in submitting a quotation in response to this notice must submit verification, from the OEM, that they can obtain all technical and engineering drawings, data, and OEM parts required to successfully overhaul these pumps. Contractor will be required to provide all labor and materials required to perform the following on each pump: (1) receive; (2) disassemble; (3) inspect; (4) provide a detailed inspection report/repair estimate; (5) repair; (6) reassemble; (test); and (8) preserve and package in its own wooden reusable container. All repairs shall be made in accordance with current Fairbanks Morse specifications and standards and USCG ELC Overhaul Description. The specific stock numbers, estimated quantities, delivery requirements, etc., and all information required to repair these pumps shall be included in the solicitation package. Contractors shall be required to provide all labor, materials, testing, preservation, and special packaging required to repair these pumps. Quality Assurance inspection at origin shall be required and shall be conducted by a U.S. Coast Guard Quality Assurance Representative. Repaired pumps shall be delivered F.O.B. Destination to the U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226-5000.
