- The Delegation of the Czech Republic to NATO plans to release a Notification of Intent (NOI) to invite interested firms to bid on the Czech Ministry of Defence plan for the construction of jet fuel storage tanks in Hermanuv Mestec for the Caslav Airfield, Bid Number ICB/01/2004-PHM, Project Serial Number 2PL22002-0. This project will be funded by the NATO Security Investment Program with an estimated cost of 187,000,000 CZK (over $8 million). Estimated period of implementation: September 2005 to October 2006. The procedure will follow one?step competitive bidding. The scope of the project includes (principal works/services only): (a) Construction of 2 x 5,000 cu.m. storage tanks; (b) Construction of manifold/pump house; (c) Provision of emergency power supply; (d) Construction of power utility networks; (e) Construction of TLSs (2 x 60 cu.m./hr); (f) Connection of storage tanks to existing national depot; (g) Construction of roads, paving, and drainage; (h) Installation of pumps and facilities for the filling of tanks from the existing RLS/RUSs; (i) Implementation of related auxiliary works on site. Security classification: Each bidder must hold NATO RESTRICTED or a higher-level security clearance certificate and/or must obtain RESTRICTED or a higher level security clearance from their National Security Authority in compliance with Act 148/1998 Coll. Financial guarantees: Along with the bid, the bidder shall submit a bid bond blank guarantee in the amount of CZK 4,000,000. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS WILL NOT BE CONSIDERED. The host nation reserves the right to check bidder financial credibility, technical capabilities and references. Any bidder that fails to submit the aforesaid documentation may be eliminated from the bidding procedure. The International Competitive Bidding may be attended only by companies domiciled in one of the participating countries, (i.e. in Belgium, Canada, the Czech Republic, Denmark, Germany, Greece, Hungary, Iceland, Italy, Luxembourg, the Netherlands, Norway, Poland, Portugal, Spain, Turkey, the United Kingdom, and the United States of America). This condition also applies to all subcontractors and to members of associations, syndicates or groups. The successful bidder shall be strictly prohibited from subcontracting any works (including project design, labor and services) to companies domiciled outside the territory of the participating countries. The successful bidder shall also be strictly prohibited to subcontract the manufacture of any materials or items of equipment (down to the level of identifiable sub-assemblies) to companies domiciled outside the territory of the participating countries. Bidders from participating countries with their registered office outside the Czech Republic will be obligated to establish an organizational branch in the Czech Republic, in order to comply with the conditions for the performance of business activities in the Czech Republic as stipulated by valid Czech legislation. The bidders must substantiate the fact with the following documents no later than 14 days prior to the scheduled conclusion of the performance contract: (a) Extract from the Commercial Register documenting the registration of the bidder organizational branch in compliance with Act 513/1991 Coll.; (b) Trade licenses necessary for the performance of the works/services in compliance with Act 455/1991 Coll. issued for the bidder organizational branch. The bidders are obligated to submit at least the following trade licenses: Construction design engineering; Execution of constructions, including the changes and removal thereof; and Construction management and site supervision; (c) Income tax registration of the bidder organizational branch in compliance with Act 586/1992 Coll.; (d) V.A.T. registration of the bidder organizational branch in compliance with Act 235/2004 Coll. Companies based in the Czech Republic are obligated to comply with the terms and conditions pertaining to the performance of business therein as stipulated by the applicable Czech legal regulations. The bidders are obligated to document their compliance therewith no later then 14 days prior to the scheduled conclusion of the contract by means of documents referenced hereinabove. In case a bidder fails to fulfill these requirements, the contract will not be signed. The contract will be offered to the bidder who has placed next in the procedure. The deadline to be certified and nominated to the bidder list is 25 February 2005. The CAHIER DES CHARGES will be provided to applicants who have met all eligibility requirements, and have paid the copying charges in the amount of CZK 28,000. The applicable bank account number, place and date of distribution will be sent to all applicants in the bid instructions. The estimated date of distribution of CAHIER DES CHARGES to the applicants: 30 March 2005. The estimated date of submission of the bids in the Czech language: 13 June 2005. The bid shall remain valid until at least 1 October 2005. In case the host nation fails to select the winning bid until that date, the Liable Entity may either ask the candidates to extend the validity of their bids or cancel the international competitive bidding. Estimated date of the contract conclusion: 1 September 2005. All companies that will receive CAHIER DES CHARGES have to return a complete set of documentation to the Liable Entity by the bid submission date. The bidders shall not be entitled to claim any financial or other compensation, or any reimbursement for the costs, expenses or damages they may have incurred in connection with the participation in this international competitive bidding. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Czech Ministry of Defence. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 25 February 2005 deadline will be allowed to bid.
