Description

***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with PSP Vacuum Technology, in Macclesfield, UK for the purchase of One (1) PSP Resolve Control Unit and One (1) Spectra V8 Software Upgrade, Part Number PSP #716 MCD.*** ***The required Control Unit and Software upgrade is for NIST?s existing X-Ray Photoelectron Spectrometer. The Spectrometer currently utilizes PSP Vacuum Technologies, Control Electronics and Software. ***The upgrade package will include replacing the existing Control Unit configured for the HA150 analyzer with a PSP#716 MCD and upgrading the software package to version V8. This is a sole source requirement based on the fact the upgrade parts shall be 100 percent compatible with the existing equipment, no other manufacturer would be able to successfully adapt and upgrade this proprietary equipment. *** ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 4 weeks after receipt of order.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 339111, and the size standard is 500 employees.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by January 24, 2005.*** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
