Description
In accordance with simplified acquisition procedures The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics, (DCEG), Radiation Epidemiology Branch (REB) proposes to acquire, on a sole source basis, the continued services of Mr. Harold Beck, New York, NY 10014 for the analysis of databases on radioactive fallout, dose estimation and development of dosimetry methodology for a base year with two one year options. The REB has been involved for a number of years in the assessment of doses resulting from radioactive fallout from nuclear weapons tests. Some of those studies have been completed, others are near completion, and several are in progress. Because of these studies, the REB has become an important source of information on the doses received from fallout and the repository of several databases related to fallout. In view of the continuing interest of the public in the assessment of the radiation doses and risks resulting from exposures to radioactive fallout from nuclear weapons tests, it is important to complete the studies that have been undertaken and to make their results available to the public and to the scientific community in a timely manner. Mr. Beck will provide expertise and input in the development, conduct, and review of studies related to the estimation of doses from radioactive fallout from nuclear weapons tests, to include: 1) the analysis of databases on fallout that were recently prepared at REB in electronic form; 2) the improvement of the estimation of doses received by the populations that resided in the vicinity of nuclear weapons test sites; 3) the development of a joint American/Russian dosimetry methodology, and 4) the extension of the web-based Iodine-131 thyroid dose calculator to other radionuclides. Mr. Beck who is a world-renowned expert on the determination of radioactive fallout deposited on the ground and on the subsequent radiation exposures to humans, worked for more than 30 years at the Environmental Measurements Laboratory of the U.S. Department of Energy. That laboratory, previously called the Health and Safety Laboratory, was the leading scientific organization in the world in the area of research on the ground deposition, environmental behavior, and related dose assessment from radionuclides produced by nuclear weapons tests. Mr. Beck participated in campaigns of measurement of fallout near the Nevada Test Site and in the Marshall Islands; he is also one of the main scientists involved in the different studies of dose reconstruction related to fallout that have been completed or undertaken in the past ten years. Because of his long time research in these areas, Mr. Beck is uniquely qualified to assist NCI in the assessment of fallout-related exposure at any geographic site, in particular, at those that are subject of present NCI research (Nevada, Semipalatinsk, Marshall Islands). These services are the continuation of on going studies and Mr. Beck has been collaborating with NCI on fallout dose assessments in related projects which are being continued and elaborated upon. Mr. Beck is the only known source to the NCI researchers with the knowledge and expertise who can meet his needs. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researchers to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EST (local Washington, D.C. time) on January 28, 2005.
