- STATEMENT OF WORK for Personal Assistants in the Departmental Office of Human Resource Management Workforce Quality, Disability Resource Center I. INTRODUCTION. The Departmental Office of Human Resources is part of the Office of the Assistant Secretary for Administration in the Office of Secretary of Transportation, U.S. Department of Transportation (DOT). This organization provides human resource leadership, policy, strategic planning, consolidated Department-wide operational and consultative services for our managers and employees. We also provide information about our workforce and employment opportunities to the public and we manage the department?s automated personnel systems. The Workforce Quality Division provides leadership for the aforementioned operational and consultative services related to the DOT Work/life program, the DOT Fitness Center, the Departmental Drug Office/Substance Abuse Awareness and Testing Office, Departmental Special Programs, and the Disability Resource Center. All of the services and requirements of this Statement of Work (SOW) are designed to support the latter program. These functions are described in more detail, below: The Disability Resource Center (DRC) provides reasonable accommodations to DOT employees, which is required by law. Accommodations include accessible technology, associated training, interpreting, captioning and personal assistant services. DRC manages a centralized interpreting contract to support the needs of deaf employees and their managers at DOT Headquarters located in Washington, DC. It also manages over 20 field office agreements to extend these services to employees located across the United States. The DRC is also responsible for assuring that DOT employees have the knowledge, materials and training to effectively perform their roles, including requesting and granting accommodations, how to determine if an individual has a disability and engaging in the interactive process. Much of this work is performed in collaboration with the Departmental Office of Civil Rights, budget, and other key stakeholders. Disciplined procurement practices, recordkeeping, and related analysis are essential to track expenditures, workload, and to ensure that accommodations are provided within established timeframes. Services that are procured for DOT employees with disabilities (through the DRC) require, and are handled with, the greatest of sensitivity and dignity. II. PURPOSE. The primary purpose of this contract is to provide services to support the DOT Disability Resource Center mission by assigning personal assistants to DOT employees with disabilities, as needed. III. SCOPE. The Contractor will ensure provision of personal assistance services, including but not limited to those listed in Part V (below), to employees with identified needs. Employees are located In Pittsburgh, PA, Atlanta, GA, and Washington, DC. Travel with employees, who are on official business, is sometimes required. IV. CONTRACTOR PERSONNEL REQUIREMENTS. The Contractor shall provide personnel who have sufficient experience, education, training, and skills to meet the requirements specified in the SOW. All contractor employees shall sign the Non-Disclosure Form (Attachment 1) and provide a copy to the Contracting Officer. V. SPECIFIC WORK REQUIREMENTS. Work shall be performed in accordance with the general duties as outlined below: Carrying packages, lifting light equipment, filing, reaching and grabbing objects. Transferring the employee to/from a bed, commode, vehicle, etc. Assisting employee with dressing, grooming, and personal hygiene (to include toileting). Meal preparation (cooking, cutting, and feeding, as needed). Any work outside of the scope, above (such as coordinating bed rentals, etc) requires pre-approval from DRC representatives. VI. KNOWLDEGE/SKILLS REQUIRED. PERSONAL ASSISTANT: Must be able to lift employee's weight. Must meet State licensing and/or certification requirements relate to toileting (as applicable). CONTRACTOR: Maintain required service reports that will include, at minimum, information on which DOT agencies requested personal assistance services, names of individuals receiving services, number of hours of services provided, numbers of late requests and late cancellations. Originate invoices, obtain client/employee receipts for services rendered, and forward documents to appropriate billing address which will be provided by the COTR. VII. PERIOD OF PERFORMANCE. Contract period not to exceed five (5) years. with a one-year base period and four-one-year option periods. VIII. HOURS OF OPERATION. Contractors will report to work no earlier than 7:30 a.m. and end their workday no later than 6:00 p.m., Monday through Friday (Eastern Time). Contractors are expected to work two to four hours each day assigned (more hours will be required, per day, when accompanying the employee on a business trip). IX. PLACE OF PERFORMANCE. Generally, performance of duties will take place in the vicinity of the employee's designated work/home office. Occasionally, a Personal Assistant will need to accompany their assigned employee on a business trip. Travel expenses will be paid as outlined in GSA Federal Travel Regulations. X. SECURITY CLEARANCE. This position does not require a security clearance. XI. CONFLICT OF INTEREST. If, for any reason, Departmental Office of Human Resource Management personnel or the contractor determines that a potential, perceived or real conflict of interest exists, the contract employee that is the source of the conflict shall cease all work. XII. CONFIDENTIALITY AND PRIVACY. All financial, statistical, personal, technical and other data and information relating to Disability Resource Center operations, that are designated confidential by said organization (i.e., medical, personal and other information related to requests for reasonable accommodations for individuals with disabilities) and made available to the Contractor in order to carry out this Contract, or that becomes available to the Contractor in carrying out this contract, shall be protected by the Contractor from unauthorized use and disclosure through the observance of the same, or more effective procedural requirements, as are applicable to operations. The Contractor shall not be required to keep, confidential, any data or information which is or becomes publicly available, is already rightfully in the Contractor's possession, is independently developed by the Contractor outside the scope of this Contract, or is rightfully obtained from third parties.
