Description
The Social Security Administration (SSA) intends to negotiate a firm fixed price contract on a sole source basis for one base year period and four (1) year option periods with the National Academy of Social Insurance (NASI) for three tables in a file format, a program summary, program highlights and a research paper. The three tables will include data pertaining to Workers? Compensation, Table 9.B1.- Coverage, benefits, and costs from 1940-2003; Workers? Compensation, Table 9.B2.- Benefits, by state: 1997-2003; and Workers Compensation, Table 9.B3.- Type of insurer and medical benefits, by state from 2003. The file will contain comprehensive estimates of workers? compensation costs for each State by the type of insurer, including private insurance carriers, State funds, federal programs, and self-insurers. The file will also contain estimates of the number of workers covered by workers? compensation, the size of the covered payroll, the cost per employee covered, the costs per $100 of covered payroll and the best available estimates of the number of workers receiving workers? compensation benefits in each State and the District of Columbia. The program summary and program highlights will include updated information to the Workers? Compensation Program Summary and Program Highlights contained in the Annual Statistical Supplement, 2004 to the Social Security Bulletin that includes workers compensation data through 2002 based on data in the three tables with year 2003 data. The research paper will be a paper based on data and program specifics through 2003. The paper should be similar to that produced annually through 1995, versions of which may be used as guides. The paper is intended for publication in the Social Security Bulletin and should cover the topics included in the last two published Bulletin articles. These are: Workers? Compensation: Coverage, Benefits, and Costs, 1990-91 published in the Fall 1993 edition and Workers? Compensation: Coverage, Benefits, and Costs, 1992-93 published in Summer 1995. These papers should include an overview of workers? compensation program provisions and descriptions of recent changes. The descriptive statistical tables and accompanying narrative material included information about coverage under workers? compensation, types and amounts of benefit payments, information on types of insurers, employer costs and geographic variations. The nature and content of the paper will be such that it can be updated annually, and will present similar content from year to year. No other source is known to SSA that is capable of providing the Workers?Compensation data that is complete, accurate and comprehensive. A SOLICITATION WILL NOT BE AVAILABLE. Interested parties that believe they can provide the required service must respond to this notice no later than 12:00 noon EST January 27, 2005. Responses should be emailed to Michele.tubman@ssa.gov no later than noon on 1/27/2005. FAXED RESPONSES WILL NOT BE PERMITTED. A determination by the government not to compete this proposed contract is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information submitted. Requests for copies of a solicitation in response hereto will not be honored or acknowledged.
