Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA) has a requirement for three aluminum antenna frame weldments. The Environmental Technology Laboratory (ETL) is providing the Air Force with 449 MHz radar wind profiler (RWP) systems for use at the Tethered Aerostat Radar System (TARS) sites. Due to the intended use and final destination for the antennas, the following specifications are mandatory requirements; for items 1, 4 & 5, please refer to the drawings in the FBO announcement attachments: 1) All aluminum metal to be 6061-T6, Aluminum Association channel, angle and flat rectangle. 2) All welds shall be full welds, ground smooth on the top surface of the antenna frame. 3) Each of the six antenna frames will have a squareness tolerance of +/- .0625 inches, and flatness tolerance of +/- .125 inches. 4) All drilling and machining to be done with automated CNC type of milling machinery, hand machining is not acceptable. 5) Perforated aluminum ground plane will be drilled for 3/16 inch aluminum rivets and milled out where indicated to drawing specifications. 6) Drilling and milling of antenna frame perforated metal will be done while perforated metal is temporarily attached to antenna frame with rivets or sheet metal screws. 7) NOAA/ETL will provide perforated aluminum material to vendor. 8) After drilling perforated metal on antenna frame for rivet locations, perforated metal will be removed and all drilling points will be deburred. 9) Antenna frame will be assembled on vendor's site to ensure squareness tolerance is acceptable before delivery. 10) Price of antenna frame fabrication shall include delivery to NOAA field site when complete. This small purchase (NTE $100K) is being conducted under the authority of FAR Part 12, Acquisition of Commercial Items, as a combined notice/solicitation. NO separate solicitation is available. The proposed procurement is a Small Business set aside. NAICS Code: 332312. Business Size Standard: 500 Employees. The following provisions and clauses shall apply to this solicitation: A) FAR 52.212-1, Instructions to Offerors-Commercial Items. B) FAR 52.212-2, Evaluation-Commercial Items. The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer will represent the best value to the government, price and delivery date being the relevant factors considered. C) FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors must include a completed copy of Offeror Representations and Certifications along with the offer. D) FAR 52.212-4, Contract Terms and Conditions-Commercial Items. E) FAR 52.212-5, Contract Terms and Conditions required to implement statutes or executive orders-Commercial Items.
