- Y ? PRE-SOLICITATION NOTICE ? The Government intends to issue a Request for Proposal (RFP) for the construction of the Pacific Basin Agricultural Research Center (PBARC) to be located in Hilo, Hawaii. The Base Bid consists of constructing a one-story mezzanine laboratory building with mechanical mezzanine and a one-story electrical building (total approximately 60,000 sq. ft.). The base bid also consists of cast-in-place concrete, concrete unit masonry, structural steel framing, metal decking, light-gauge metal framing, direct applied exterior finish system, PVC membrane roofing, steel, fiberglass reinforced plastic and wood doors, aluminum windows, gypsum board, ceramic tile, acoustical ceilings, resilient flooring, carpet, laboratory equipment and casework, vertical blinds, fire protection, mechanical and electrical systems, site work, landscaping and incidental related work as shown on the plans and/or described in the specifications, with the exception of the following three (3) additive bid items. The three (3) additive bid items in the order of priority include: 1) Furnish and install water cooled chillers in lieu of air-cooled chillers and construct mechanical building; 2) Upgrade Mechanical Ductwork and furnish and install two (2) additional Cold Rooms in Laboratory and remove depressed slab in fills; and 3) Additional electrical, site/civil work and landscaping. The contract performance time is 540 calendar days after issuance of the Notice to Proceed. The Estimated Cost of Construction (ECC) for the project is over $10 million. It is planned that this procurement will be conducted on an unrestricted basis in accordance with the Small Business Competitive Demonstration Program and under negotiated procedures. Large Businesses will be required to submit a subcontracting plan with goals for small, small-disadvantaged, woman-owned small, HUBZone small and service-disabled veteran-owned small businesses. A bid bond and Miller Act Performance and Payment bonds will be required. It is intended that the solicitation documents will be available for viewing and downloading on FEDBIZOPPS (www.fedbizopps.gov) on or about February 2, 2005. The specifications and drawings will NOT be available on FEDBIZOPPS. Hard copies will be made available for purchase on or about February 2, 2005, for a NON-REFUNDABLE FEE of $450.00 for each set requested. The written request and a check or money order MUST BE HAND-DELIVERED OR SENT TO: Richard Matsunaga & Associates Architects Inc., 1150 S. King Street, 8th Flr., Honolulu, HI 96814. The checks or money orders are NON-REFUNDABLE and shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. The Request for Plans and Specifications must be on company letterhead with the following information: name of company, mailing address, whether bidding as a general contractor or subcontractor. If subcontractor, what trade(s)? Name of contact person, position, phone number, fax number, e-mail address and quantity requested. Requests for partial sets will not be accepted. Documents will not be released without the complete request letter and check. A single pre-proposal conference and site visit is scheduled for Thursday, February 17, 2005, at 9:00 a.m. (Hawaii Time). Interested parties should meet at U.S. Pacific Basin Agricultural Research Center, 99 Apuni Street, Hilo, Hawaii not later than 8:45 a.m. Subcontractors are encouraged to attend the pre-proposal conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Proposals are due on Thursday, March 24, 2005, 2:00pm (Eastern Time) at the George Washington Carver Center, 5601 Sunnyside Avenue, Mailstop 5124, Beltsville, MD 20705. Due to the heightened security at Government buildings, Offerors are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) days for mail scanning. Couriers will not be allowed to drop off proposals at the security desk; they must take them to the mail room located at the back of the building and therefore must do so in enough time to meet the date and time for receipt of proposals. Award will be based on a tradeoff (best value) source selection, considering evaluation factors identified in the solicitation. Significant evaluation factors include Past Performance and Relative Experience, Key Personnel, Contract Administration and Schedule and Resources. The Government intends to evaluate proposals and award without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror?s initial proposal shall contain the offeror?s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
